Former American Rescue Workers Property in Federal Hill Being Converted to 10 New Townhomes

American Rescue Workers (ARW) has sold its property to at 1401 S. Hanover St. in Federal Hill to Royal Custom Homes. ARW, a Christian charitable organization established in 1884, has made its home on Hanover St. for more than 40 years. ARW used the proceeds from the sale to purchase 3599 E. Northern Parkway in Rosemont.

Now known as American Rescue Workers Community Church at its new location, ARW no longer provides overnight shelter services, but remains a church with a food pantry and an outreach program. Pastor Tony Bell told SouthBMore.com the new building was renovated in 2006 and the facility is a much needed upgrade. “We are very happy to be in our new home, but we are going to miss Federal Hill,” said Bell.

ARW also has an office and thrift store at 2441 W. Baltimore St. in West Baltimore. Proceeds from the thrift store, along with donations, help fund the ministry. Donations can be mailed to ARW’s office or submitted online at AmericanRescueWorkers.org.

The mission is personal to Pastor Bell and his family members, who are also part of the team at ARW. “I was once homeless myself, so this is my way of giving back,” said Pastor Bell, who has worked at ARW for 21 years. “It’s very rewarding.”

ARW’s former property will be demolished and turned into 10 new luxury townhomes. Royal Custom Homes is a partnership between Brian Chance of Chance Development and George Divel. Royal Custom Homes settled on the property at the end of October and had it under contract while working through the now-completed zoning process.

Five townhomes will face the 1400 block of S. Hanover St. and five homes will face the 1400 block of Olive St. A new alley will be built off of W. Clement St. to provide rear parking access for the homes. Homebuyers will have the option of a one- or two-car garage. Homes with a one-car garage will have a fourth bedroom on the first floor. Home with a two-car garage will have three bedrooms.

The homes will have “really high-end” finishes and will feature three bathrooms, a rooftop deck, and a fourth-story wet bar with the option for an adjacent game room.

The homes on Hanover St. will have a traditional red brick design to match the existing homes on the block, and the homes on Olive St. will have more of a modern look with large industrial windows. Royal Custom Homes is undecided at this time whether these homes will have a red or grey brick front. Royal Custom Homes is working with architect Val Coster on the project.

Demolition of the existing buildings will begin in the next 45 days and construction is expected to start early next year. Royal Custom Homes is expecting construction on the first phase of homes on Olive St. to take approximately eight months. The second phase of homes on Olive St. will start once at least two of the initial Olive St. homes are under contract.

Royal Custom Homes is expecting to list the homes in the mid-$600,000s.

Chance told SouthBMore.com that he was attracted to the development opportunity because he used to live a few blocks away and has followed all the other development going on in South Baltimore. “We are excited about it and it should become a much better looking corner,” he said.

Royal Custom Homes also currently has a 12-townhome community under construction in Canton called Brewers Green.

Chance is also under construction on five rowhome renovations in South Baltimore.

South Baltimore Crime Updates

Three armed carjackings occurred in South Baltimore between 1045pm Sunday night and 545 am Monday morning. The incidents took place in the South Baltimore Neighborhood, Brooklyn (one adult arrested), and Federal Hill (one juvenile arrested). A hit and run also occurred on the 1300 block of Covington St. in Federal Hill South on Monday morning (one juvenile arrested). Read SouthBMore.com’s article here.

Three Armed Carjackings and a Hit and Run Occurred in South Baltimore Since Last Night

Three armed carjackings occurred in South Baltimore between 1045pm Sunday night and 545 am Monday morning. The incidents took place in the South Baltimore Neighborhood, Brooklyn, and Federal Hill.

From Baltimore Police Department South District (note: BM refers to black male):

11/26/17 at 10:00 pm (2) BM suspects armed with a handgun assaulted and robbed victim of their Grey 2013 Infinity G37 in the 1700 Block of S Charles

11/27/17 at 4:50 am (2) BM suspects physically removed victim sitting inside 2004 Mercedes in the 3600 Block of 5th Street. Vehicle was recovered this morning and (1) suspect arrested

11/27/17 at 5:45 am (3) BM suspects arm with handgun approached the victim’s 2016 Grey BMW 325XI in the 1200 Block of Key Highway and remove them from the vehicle.

A hit and run also occurred on the 1300 block of Covington St. in Federal Hill South today at approximately 840am. Several cars were damaged including a parked car. BPD apprehended a juvenile suspect.

BPD is not sure at this time if the car was stolen or if this incident is related to the carjacking on the 1200 block of Key Hwy. which occurred about a block away.

Work Begins on $66-Million Apartment Building at 1100 Key Highway in Federal Hill

The Bainbridge Companies have started work on a $66-million project that will bring an eight-story, 600 ft.-long, 224-unit apartment building to the 1100 block of Key Hwy. Federal Hill. The long-vacant lot sits between Key Hwy. and Covington St. It is located across the street from Digital Harbor High School (DHHS) and adjacent to E. Cross St. and CrossFit Federal Hill. Bainbridge does not own the small corner piece of land at E. Cross St. and Key Hwy.

The last evidence of a building on the property was seen in historical pictures from the early 1900s. A thin brick building stood across from the Bethlehem Steel ship repair yard that is now the site of HarborView.

The new building will include a third-story courtyard and pool facing Key Hwy., a gym, a club room, a cyber café, and a rooftop deck. The building will have a three-story, 227-space parking garage. The garage will be covered by the building facing Key Hwy., but will rise one floor above Covington St., which is 20 ft. higher than the base of the building. This level of parking will be covered with screening and landscaping. The parking garage will have two entrances on Covington St. and one on Key Hwy.

The exterior of the building will feature masonry, brick, hardy board, and different shades of gray. The perimeter of the building will have landscaping, and apartments facing the ground floor of Key Hwy. will be “townhouse-style” units with front stoops and gardens. Some of the units will have balconies.

The building will have two lobbies, one on Key Hwy. and one on Covington St. The design will also likely include a large mural visible from Key Hwy. that could illustrate the area’s industrial history.

At a 2015 Urban Design & Architecture Review Panel (UDARP) hearing at the Baltimore City Planning Department, panelists expressed concerns about the building blocking the views of DHHS. In response, Bainbridge scaled back the northwest corner of the building at E. Cross St. and Covington St. to allow for improved northern views from the school.

Beret Dickson of Hord Coplan Macht is the lead architect on the project and Michael Casey of Kimley Horn is the landscape architect.

Bainbridge is expecting a 20-month construction timeline, but noted that the exterior will be completed several months earlier.

In March 2014, Phoenix-based Alliance Residential Company originally proposed a 305-unit apartment building. Bainbridge took over the project in 2015 with a scaled-down building. Bainbridge walked away from the project, but decided to come back about six months ago.

Bainbridge Senior Development Vice President Alex Barroso said the decision was based on seeing a lot of activity in the Baltimore apartment market. When asked in May if the apartment market and construction in Baltimore is over saturated, Barroso said “no.”

This is Bainbridge’s first project in Baltimore. It manages approximately 25,000 units in areas such as the Washington D.C. and central Florida.

Man Arrested for Friday Night Armed Robbery on Fort Avenue

The following incident occurred in the Riverside neighborhood.

Robbery Arrest

On November 24, 2017, at approximately 10:00pm, a man was approached by an unknown suspect in the 800 block of E. Fort Avenue. The suspect was armed with a gun and demanded a set of car keys. The victim gave the suspect his keys before leaving the location.

The victim then approached a police officer and reported the robbery. A short time later, officers located the suspect on Fort Avenue and arrested him. Officers recovered a handgun and the victims car keys from the suspect.

18-year Kendrick Blackmon, of the 2300 block of Braddish Avenue, was transported to the Central Booking and Intake Facility. Blackmon is charged with robbery, assault, and gun related charges.

Hundreds Gather at Locust Point Vigil for Alex “Albo” Wroblewski

On Saturday night, hundreds of people attended a candlelight vigil held outside of Francis Scott Key Elementary/Middle School in Locust Point for Alex “Albo” Wroblewski who was killed Tuesday morning during a robbery on Lawrence St. Three suspects are currently in custody in Atlanta, Georgia.

Wrobelewski was 41 years old and a Locust Point native. He was a bartender at The Rowhouse Grille in Federal Hill.

A stage was set up where friends and community members shared their condolences  and memories of Wroblewski.

“Alex had a larger than life personality,” said Lisa Hopkins, Wroblewski’s friend of 12 years. “You knew when he entered the room. He touched so many people in such a positive way. He was one-of-a-kind.”

Hopkins shared stories of Wroblewski walking friends home and to their cars to make sure they got home okay. She also described him as a vibrant sports fan who often yelled at the television during Ravens games or during the Olympics when a United States athlete was competing.

“He would chant U-S-A, pace, yell, and walk out of the room,” said Hopkins. “When you were in the presence of Alex, you were guaranteed to laugh, sometimes uncontrollably.”

“In the days and weeks to come when the dust settles, it’s going to be important for all of us to continue sharing stories and laughing at all the crazy things Alex did and said over the years. Hopefully the laughter will help us all to begin to heal. Alex would want that for us,” said Hopkins. “And he’d definitely love that we can’t stop talking about how wonderful he was to all of us.”

Hopkins finished speaking with the poem “Until We Meet Again.”

Brian Zimmerman, Senior Pastor of Streetlite Christian Fellowship, led several prayers and called on those in attendance to pray for his parents Al and Mary Kay.

“Jesus tells us never to pay back evil with evil, he tells us to love,” said Pastor Zimmerman. “Let’s not be dragged down to level that evil would want to take us. Rather let us rise above in memory of Alex and love like we’ve never loved before. I know that in light of Alex’s passing, he would want us all in light of his death to birth the biggest outbreak of love in Baltimore, beyond anything we have ever seen.”

Baltimore Police Department Commissioner Kevin Davis shared a story about meeting with writer and producer David Simon at The Rowhouse Grille when first moving to South Baltimore after becoming Commissioner. He was wearing sunglasses and a hat just above his eyes. Simon asked Davis if he was in disguise, he replied, “I guess sort of.” Simon told him that “you don’t need that here, everyone wants to work in partnership with the police.”

“I took my hat off and my glasses off and have fallen in love, not only with the city but with this part of the city,” said Commissioner Davis.

“I know you won’t let the actions of three people or 13 people or 20 people make you fall out of love with this community,” said Commissioner Davis. “And the fact that you are here tonight just tells me that your resolve to see things to a better place is something that your police department, I promise you, will work with you hand-in-hand until we get there.”

“My heart breaks like yours does,” said Commissioner Davis. “You are here for a reason. Stay, fight, work harder, work with us, because I promise we are going to keep working with you.”

“I am incredibly sad and heartbroken, but what I see out here tonight here is beautiful,” said Councilman Eric Costello from the stage. “I wish you guys could see it from here.”

“In no other neighborhood in the city do we run generations deep like you do in Locust Point to come out and care for each other, to care for your neighbor, to help each other out,” said Councilman Costello. “What I see tonight, how beautiful it is, makes me have hope that our city is going to use this moment as an opportunity to come together, and find a way to get through this.”

A message was read from Wroblewski’s good friend “Big” Lou Smith. “He was the hyper guy that yelled at the TV. He was the true mayor of South Baltimore,” the speaker said followed by a loud roar from the crowd.

“He had no enemies, he was the best human being I’ve ever known,” said Smith. “As we share stories and memories today about him, just remember to end it with a smile. We love you baby!”

The Rowhouse Grille owner Patrick Dalghren said that no one loved Alex more than he did. He said that he’s known Alex for 11 years, but after one year he felt like he’d known him his whole life. He thanked everyone for coming out.

Poems were also read in memory of Wroblewski.

The night ended with dozens of paper lanterns being released into the sky while music played through the speakers.

Family and friends have asked that in lieu of flowers, donations be made to The Leukemia & Lymphoma Society (LLS) through the following link http://events.lls.org/MD/AlexWroblewski. Wroblewski was a fundraiser for LLS as a way of honoring his late uncle, John Wroblewski.

Diners, Drive-Ins and Dives Tacos Coming to Downtown 

R&R Taqueria, a popular Elkridge Taco restaurant that started in a gas station and has been featured on Food Network’s Diners, Drive-Ins and Dives, is opening a location Downtown at 30 Light St. in early 2018 according to the Baltimore Business Journal. From the article:

Rodrigo Albarran, the chef and owner, said he was attracted to the downtown site because of its “great location and design.” The space joins Cilantro and Subway on the first floor of a garage that sits across from 100 Light St.

Albarran said he hopes to open between March and May. This location will serve alcohol, and R&R is in the process of securing a liquor license, Albarran said. It does not serve alcohol at its two other locations.

R&R also has a location in Perry Hall.

Circus Holiday Show Coming to Mobtown Ballroom in Pigtown

Federal Hill resident Kelly Jo Stull and her company In the Dark Circus Arts are hosting “Let Them Eat Yule Log – A Victorian Holiday Comedy Cirque Show!” at Mobtown Ballroom in Pigtown on December 9th. From a press release:

Christmas Village in Baltimore to Return

The Christmas Village in Baltimore at West Shore Park at the Inner Harbor will return on Thanksgiving and run through Christmas Eve. Burrito Eating Competition at Blue Agave to Benefit Paul’s Place

Baltimore Police Issue Warrant for One Suspect In Tuesday Morning Locust Point Homicide

On Tuesday morning at approximately 1:15am, Locust Point resident and The Rowhouse Grille employee Alexander Wroblewski was shot during a robbery on the 400 block of Lawrence St. in Locust Point as he was leaving the Royal Farms on foot. He was transported to Shock Trauma where he died from his injuries.

Today, Baltimore Police Department (BPD) issued a warrant for 37-year-old female Tanya Arnita Hayes, who has been identified as the driver of the gray Chevy Cruz that followed Wroblewski from the Royal Farms and that was used as the getaway car after the robbery and homicide. According to BPD, Hayes’ last known address was in Atlanta, Georgia. She has also has lived in Virginia and has ties to Baltimore, possibly having grown up in the city. BPD Chief Spokesman T. J. Smith said she has a past criminal history in states other than Maryland and that BPD is working with authorities in other states.

Two males committed the robbery and at least one shot was fired. One suspect is identified as an African American male wearing an orange hoodie, dark pants, and glasses. He held he door for Wroblewski as Wroblewski left the Royal Farms. The suspect was pictured in the surveillance video released yesterday by BPD.

The second male suspect is only described at this point as a male with a black shirt.

Smith thanked the community for the tips it received and said a lot of work went into identifying Hayes. BPD also gathered surveillance footage from Royal Farms and adjacent apartment complex Anthem House. Smith said BPD is following up on tips for the male suspect pictured in the surveillance video.

“We want people who knew Hayes to call us and tell us who she hung out with,” said Smith. He also told Hayes to “turn yourself in.”

The Rowhouse Grille, posted the following on Facebook yesterday:

The Rowhouse family is heartbroken after the loss of our dear friend Alex “Albo” Wroblewski. Albo was beloved here, and all through South Baltimore and for great reason. We love and will miss you, dear friend.

Francis Scott Key Elementary/Middle School in Locust Point, where Wroblewski’s father Alex was a teacher, posted the following on Facebook from Principal Corey Basmajian:

As the principal of Francis Scott Key, I am saddened by the loss of Alex Wroblewski Jr. His father, Alex Wroblewski Sr, dedicated his life to City Schools and spent many years as an educator at Francis Scott Key. I had the pleasure to teach next door to Alex Sr. for a couple years and we grew to be friends. He always spoke fondly of his son and did everything he could to put him in the best position to succeed. My heart goes out to Alex Sr, and his loving wife Mary Kay. No parent should ever have to go through the loss of their children. My prayers to the South Baltimore community that mourn the loss of one of their own.

South Baltimore Little League posted this on Facebook:

Our deepest heartfelt condolences go to the family of Alex Wroblewski. Alex, a former coach and a member of the community, lost his life in a senseless act of violence early this morning. Our thoughts and prayers will continue to be with the family, friends, co-workers, and community as they struggle to deal with this tragedy.

LFC Baltimore Reds, a Baltimore-based Liverpool Football Club supporters group, posted the following on Facebook:

It is a with a heavy heart that we report one of our own, Alex Wroblewski, was taken from us early this morning in a senseless act of violence.
He went to Anfield to watch the Reds play Man U in 2015 and managed to tell the entire away supporters stand exactly where they could shove it. He may not have been born there, but he was a proper Scouser.  For those of you that were fortunate enough to know him, you know that the world became a less passionate and less vocal place. Wherever you are now, Alex, there are Reds there and you will never walk alone.

Wroblewski was remembered fondly by many on the neighborhood Facebook pages.

A vigil for Wroblewski will be held this Saturday, November 15th at 6 pm Francis Scott Key Elementary/Middle School.

This is the second homicide on the South Baltimore Peninsula in 2017; the other occurred on the 100 block of W. Hamburg St. in Sharp-Leadenhall on March 11th. BPD is also investigating the July 25th death of a man who was assaulted on the unit block of E. Cross St. in Federal Hill.

The South Baltimore Peninsula had no homicides in 2016 or 2015. This is the first homicide in Locust Point since 2010.

Homicides on the South Baltimore Peninsula since 2007:

  • SBNA had one in 2014
  • Sharp-Leadenhall had one each year in 2007, 2008, 2009, 2011, 2012, 2013, and 2017
  • Federal Hill had two in 2008
  • Locust Point had one in 2010

Last week more than 250 area residents attended the South Baltimore/Riverside Public Safety Walk with Commissioner Davis. Interest in the event was high following four robberies on Halloween night involving eight victims.

Man Killed in Early Morning Robbery on Lawrence St. in Locust Point

An early morning homicide occurred in Locust Point along the border of the Riverside neighborhood. From Baltimore Police Department (BPD):

Southern District Homicide Investigation

On November 14, 2017 at approximately 1:15 a.m., officers responded to the rear of the Royal Farms Store, located in the 400 block of Lawrence Street, for a shooting.

Upon arrival, officers located a 41 year-old male who was suffering from a gunshot wound to the stomach. That victim was transported to Shock Trauma where, despite doctor’s efforts, the victim died from his injuries.

Homicide detectives are investigating this murder. Preliminary investigation revealed the victim was inside the Royal Farms Store, purchasing miscellaneous items. The victim walked out of the store and was shot shortly thereafter.

Anyone with information regarding this murder is asked to call detectives at (410) 396-2100, call Metro Crime Stoppers at 1-866-7LOCKUP, or text a tip to (443) 902-4824.

“Our shooter, who we believe was also a customer, was accompanied by two other people,” Davis said at the scene. “They followed the victim around the side of the Royal Farms. He announced a robbery, displayed a firearm. The victim resisted the robbery, and the shooter shot and killed our victim.”

Commissioner Davis also noted in the article that BPD is working with adjacent Anthem House to gather surveillance, and is hoping to release video footage by noon.
