Photo Tour Inside the Cross Street Market

As Cross Street Market is getting close to reopening, SouthBMore.com took a tour of the building to get a look at the progress. The block-long, 31,800 sq. ft. market is undergoing an $8-million redevelopment by Caves Valley Partners. CANAdev is leasing Cross Street Market and MacKenzie is handling construction and will manage the market.

Cross Street Market is currently closed, but CVP Partner Arsh Mirmiran said Phase One will likely reopen in late-April. Phase One, which began construction in April 2018, tackled more than half of the eastern section of the market. Minus some punch-list items, construction is now completed on the interior of Phase One and tenants are now building out their stalls with their own contractors.

Phase Two began construction in November 2018 and is almost ready for tenants to begin stall construction.

Phase Three began demolition in January 2019. It will eventually be a 5,000 sq. ft. seafood restaurant and fresh seafood stall that will replace the former Nick’s Inner Harbor Seafood.

The first four businesses to open in late-April will be longtime Cross Street Market vendors Steve’s Lunch, butcher shop Fenwick Meats, and candy store The Sweet Shoppe, which is adding Taharka Bros. ice cream to its offering, as well as the new addition coffee shop Ceremony Coffee Roasters, which is based in Annapolis.

Mirmiran said he expects to have 10 to 12 vendors open by Memorial Day. This will include Annoula’s Kitchen, a modern Mediterranean soup and sandwich place from Anna Leventis, owner of SoBo Market and SoBo Café; Cans Filling Station, a craft beer concept from Will Glass of Taps Fill Station, which has locations at Mt. Vernon Marketplace and The Bourse in Philadelphia; Ono Poké, a poké and Hawaiian-style restaurant that has a location Downtown; Taco Love Grill, a family-run taqueria based in White Marsh; Burger Bar from the team at Southside Diner; Vietnamese pho restaurant from Hanover Phubs; Korean concept Rice Crook; and Haitian cuisine farmer’s market and event business Sobeachy.

Additional vendors, some of which will also be open by Memorial Day, will be announced in the coming weeks. Mirmiran said about seven to eight stalls will begin construction in the next week or so.

Specific vendors have not been announced yet, but Cross Street Market will also have a wine bar and craft cocktail bar; a vegan stall; a pizza stall; a fried chicken stall; and a “market within a market” stall which will sell farm-fresh items like produce, sauces, breads, cheese, dairy, pastas, home goods, and more.

CVP also has a signed letter of intent for the seafood restaurant and fresh seafood stall that in Phase Three. Mirmiran described the future tenant as an “established restauranteur” with experience providing “high-quality” seafood products.

A handful of spaces are still available, but negotiations are actively underway.

Abbey Burger Bistro to Open Havre de Grace Location

The team from Abbey Burger Bistro now has two new restaurants in the works as a lease was signed this week to take over a 4,500 sq. ft. bar and restaurant space at 226 N. Washington St. in Havre de Grace in Harford County. The team from Abbey also announced last month that they are opening a location in North Baltimore neighborhood Mount Washington.

Abbey Burger Bistro was started nine years ago in Federal Hill by Russ Miller. Today, he and his wife Marigot Miller own this location, as well as a location in Ocean City and Fells Point. The Millers opened the Ocean City location five years ago with two silent partners and the Fells Point location two years ago with partner Jason Zink, who formerly owned No Idea Tavern, Don’t Know Tavern, and Smaltimore.

The Millers and Zink are partnering on the Mount Washington location and the Havre de Grace location.

Zink was in the hunt for a new location and was turned onto Havre de Grace by a friend who knew of a space available. “I had never been there before,” said Zink. “I went up there and checked it out, met the owner, and everything went well.”

Abbey will be taking over the currently-open Rodgers House Tavern in Historic Downtown Havre de Grace. It is in the Elizabeth Rodgers House building which dates back to 1788. It is believed to be the oldest building to have survived the burning of the town by the British in 1813 during the War of 1812.

The building’s original owner, Colonel John Rodgers, started Rodgers Tavern in the town of Perryville, which is directly across the Susquehanna River from Havre de Grace. Colonel Rodgers also ran the ferry between Havre de Grace and Perryville. The building is named for Colonel Rodgers widow Elizabeth Rodgers.

Colonel Rodgers is the father of Commodore John Rodgers, who served in the United States Navy for almost four decades in the 1790s through the last 1830s under six presidents.  These were formative years for the United States Navy. Commodore Rodgers led troops on land during the Battle of Baltimore in 1814 as the city defended Fort McHenry from British Troops.

Commodore Rodgers’ son Rear Admiral John Rodgers and great grandson Commander John Rodgers also served in the US Navy. Three US Navy ships had the names John Rodgers including the John Rodgers III (DD-983), which was named in honor of the three Navy veterans named John Rodgers. This ship assumed command in 1979 and was decommissioned in 1998.

President George Washington’s diary noted his stays at Rodgers Tavern, but one entry refers to his stay in the house of Colonel Rodgers on N. Washington St. in Havre de Grace. This is thought to possibly be the Elizabeth Rodgers House.

Zink loves the history of the building and plans on honoring it through names of menu items and drinks at Abbey and through an overall colonial vibe at the restaurant. The building also has a second- and third-story, 1,500 sq. ft. apartment which the Abbey team will manage. They haven’t yet decided the direction for the apartment, but think the history of the space has some exciting possibilities.

The Elizabeth Rodgers House sits about a block from the Susquehanna River. It remained in the Rodgers family until 1881. Over the years its uses have included a Read’s drug store, a steak house, and Rodgers House Tavern.

The Abbey team is planning a full renovation of the first-floor restaurant space and will need to acquire a liquor license from Harford County. The space currently has a bar in the front, a kitchen in the middle, and a large pool tables room in the back. Zink says they plan on having an open kitchen so patrons can see through the whole space. They are hoping to open up the front facade of the building with larger windows and more glass around the front door.

Zink said they are also hoping to open the new Abbey location before the end of the year, but it will depend on how the renovation goes.

The Havre de Grace Abbey will have the signature burger menu featuring exotic meats and will have more seafood options including shrimp, mussels, and clams. The team is working with Chef Patrick Morrow on the new menu.

The new location will also continue the sports theme and will have a large selection of Belgian, American, and Maryland craft beers. They plan to open in the mornings for European soccer. The Federal Hill location has an Arsenal fan club and the Fells Point location has a West Ham United fan club. Zink thinks this location will probably not pick a team, but be a bar for soccer fans of all teams.

“I’m giddy about the whole concept,” said Zink. “There’s not a ton of bars and restaurants here.”

Zink has spent recent month visiting the other bars and restaurants in Havre de Grace and says each visit has been an enjoyable experience. “There’s room for everyone to succeed,” he said.

“Mayor Bill Martin seems very pro-business, the neighborhood seems very pro-business, and so many people have come up to me who heard we are coming and have said they are looking forward to it. It’s a quaint town that reminds me a lot of Annapolis,” said Zink, who previously lived and worked in Annapolis.

Zink thinks this location can compete with the Federal Hill and Fells Point locations. He is hoping it will not only be popular with residents of Havre de Grace, but also attract diners from nearby towns in Harford and Cecil County.

The Ocean City Abbey Burger Bistro location is currently closed as the Holiday Inn it is attached to is being renovated with new structural improvements. They are hoping to reopen in May and Russ Miller said everything going back into the restaurant space will be relatively new.

Russ Miller mentioned the setbacks Baltimore City has experienced in recent years, but is optimistic about the future of his two locations in the city. “In general business is going good and everything is starting to pick back up,” he said. “Federal Hill is starting to see a turnaround and hopefully the new Cross Street Market will give it a boost.”

The Federal Hill location is adjacent to Cross Street Market which is undergoing a redevelopment and will begin to reopen in the coming weeks. The Fells Point location is a block from the two Broadway Market buildings which are also currently under construction. One building has reopened, and the second building is expected to open this summer.

Federal Hill Main Street Executive Director Cathy Rosenbaum to Focus on Cleaning, Beautification, and New Events

Cathy Rosenbaum, who was hired as the new Executive Director of Federal Hill Main Street (FHMS) at the beginning of the year, is looking to bring some visible changes to Federal Hill. Rosenbaum spent recent years as the Executive Director of Maryland Therapeutic Riding, Inc. and as the Marketing and Operations Manager of Mount Vernon Place Conservancy Inc.

FHMS Board President Craig Stoner told SouthBMore.com it was a “pretty exhaustive” hiring process that took about three months and attracted 30 to 40 applicants. FHMS brought in Federal Hill business owners and members of the Federal Hill Business Association (FHBA) to participate in the final interview process.

“She did a lot of grant writing and really improved an area of Mount Vernon,” said Stoner. “What also really stuck out was her experience at Maryland Therapeutic Riding where she had experience working with a board.”

“Cathy raising around $5 million for Mount Vernon Place Conservancy really sparked our interest with how much we have to fundraise and bring in,” Stoner added. Rosenbaum also helped Maryland Therapeutic Riding raise about $1 million a year.

“She’s a complete go-getter and is blending right in. You’ll see her around everywhere in Federal Hill and it won’t be long before she’s the mayor of Federal Hill,” he said. “That’s the kind of person we need.”

FHMS currently has an operating budget of around $100,000 a year.

“I love the enthusiasm here in Federal Hill,” said Rosenbaum. “We want to work together with everyone and make it succeed.”

FHMS works with more than 200 businesses in the business district, as well as the residents of the community, to promote Federal Hill. This includes planning events, marketing the neighborhood, and organizing neighborhood beautification and capital improvement projects. Federal Hill has a volunteer board, an Executive Director, and part-time staff.

Rosenbaum’s first goal as executive director is to increase the street cleaning and beautification around the neighborhood. Rosenbaum and FHMS will be hiring Living Classrooms Foundation for street cleaning on Wednesdays to Sundays. A staff of three will come out each day and clean the business district for three to four hours. The boundaries of FHMS are Montgomery St. to the north, Ostend St. to the south, S. Hanover St. to the west, and Light St. to the east.

FHMS is looking to fund this new cleaning crew through a South Baltimore Gateway Partnership (SBGP) grant. SBGP manages South Baltimore’s Casino Impact Grants.

Along with street cleaning, Rosenbaum wants to see brick maintenance along the sidewalks of Federal Hill and power washing.

FHMS has 33 flower pots around the neighborhood that will be adopted by businesses and individuals for maintenance. Rosenbaum is also looking to start a hanging basket program around the community. FHMS will maintain the tree pits as well.

Murals are another one of Rosenbaum’s goals for Federal Hill. FHMS is partnering with The Baltimore Station on a new mural on the side of One Star Country Club at 38 E. Cross St. which faces the “Marshall Street Alley” and is adjacent to the FHMS office at 42 E. Cross St.

Cross Street Market developer Caves Valley Partners (CVP) is also partnering with Pizza Boli’s on a mural for both businesses on the side of Pizza Boli’s wall at 13 E. Cross St. which faces Patapsco St.

Rosenbaum says she will be putting together a strategic marketing plan for Federal Hill, but wants to first make sure the business district is clean and well-maintained so it is more marketable. “We are going to define our brand which will embrace residents, businesses, and tourists,” said Rosenbaum.

She hopes to see more wayfinding signs between Downtown, the Inner Harbor, and Federal Hill in the future.

FHMS will continue its yearly festivals and will be adding some new ones to the mix. The Spring Block Party (which will become CrushFest), Jazz & Blues Festival, the golf tournament, Neighborhood Lights for Light City, Small Business Saturday, and December holiday events will continue. CrushFest and Jazz & Blues Festival will move from Sunday to Saturday events.

New events will include a Ravens kickoff and a car show. Rosenbaum said she is also interested in adding a family-friendly event at Federal Hill Park. FHMS is now partnering with local company BMore Around Town to run the events.

FHMS is also partnering with CVP and its leasing team CANAdev on a Saturday morning farmers’ market that will run from 8am to 12pm from April to October. The Saturday morning farmers’ market is one of the reasons festivals were moved to Saturdays in hopes of keeping the family-friendly vibe in the neighborhood all day.

Rosenbaum also said FHMS will continue one of its core missions of working with partners to fill vacant storefronts with new businesses. She’s hoping to build a strong relationship with local realtors and put together a presentation to pitch Federal Hill to potential business owners.

Rosenbaum said she’ll be working with local artist Crystal Moll and local art schools to fill vacant storefronts with artwork. “We want them to look more vibrant and tell our story,” she said.

The board of FHMS is currently working on an effort to make Federal Hill a Business Improvement District (BID). This would put a fee on commercial properties in Federal Hill and that money would be used to fund cleaning and greening, private security in the community, capital improvement projects, and homeless outreach.

Stoner said Federal Hill is looking to copy the success of Fells Point with its recent addition of Waterfront Partnership, which was also funded through a fee on properties and provides the same services. He noted it’s possible Waterfront Partnership could eventually expand to Federal Hill.

FHMS would need to get enough property owners on board to launch the BID. Stoner thinks the success in Fells Point is a good selling point. “They rave about the improvements in Fells Point,” he said.

He also noted businesses like Abbey Burger Bistro have locations in both places and have seen the difference it can make.

FHMS hopes to eliminate the Federal Hill Retail Business District License (RBDL) which business properties currently pay for.

The BID would become a committee within FHMS and have its own staff. “It takes all the infrastructure projects into an infrastructure department,” said Stoner.

Many of the businesses in Federal Hill have been demanding additional security measures in the neighborhood since early 2018. Private security patrols were launched for a brief period of time and funded by the bars in Federal Hill, but didn’t last without a permanent funding mechanism. A BID in Federal Hill would change that.

“People aren’t coming to retail establishments if the area isn’t thought to be safe,” said Stoner. He noted crime problems around Baltimore have had an impact on all neighborhoods in the city. “It’s perception,” he said, adding that FHMS and many in the Federal Hill business community feel private security can help. Stoner also referenced the success of Harbor East which has had private security for many years.

Stoner said as a BID neighborhood, FHMS would stimulate conversation about short-term, medium-term, and long-term capital improvement projects. He is hoping the BID can be established within the next year or two. In the meantime, FHMS will work on its outreach to property owners and focus on fundraising to accomplish its short-term goals.

New Ladders and Life Rings to be Installed Around the Inner Harbor

The Baltimore City Department of Transportation (DOT) is installing more life rings and ladders around the Inner Harbor in hopes of keeping people from drowning.

Phase I of the project, which began last year and cost $130,000, added 35 life rings and 16 ladders to the Inner Harbor. The Baltimore City Board of Estimates approved an additional $51,000 last week for Phase II which will include the installation of an additional 11 life rings and 10 ladders around the Inner Harbor.

Marine Technologies is the contractor on both phases. Work on Phase II is expected to begin this spring.

The city committed to the safety measures last year after Ryan Schroeder, a 26-year-old Vermont man, died in February 2018 after falling into the harbor. He struggled in the frigid water for about 40 minutes before rescue workers were able to pull him out. His parents visited Baltimore and begged city officials to increase the number of safety features around the waterfront.

There were no guardrails in the area where Schroeder fell, and the nearest ladder or life ring was across the water, by the National Aquarium. If those elements had been in place on the day of his son’s fall, Jim Schroeder said last year, “it would’ve given us a totally alternate life.”

More than 50 bodies have been found in the Inner Harbor since 2000, according to The Baltimore Sun. This includes Federal Hill resident Alexandra Carroll who died in February.
