Gas Main Replacement Construction Completed on Fort Avenue

South Baltimoreans will have much easier trips around the peninsula as the MyBGE Operation Pipeline Gas Main Replacement in Riverside has wrapped up. Road construction took place over the past year on the 200-900 blocks of Fort Ave. and on adjacent blocks of Fort Ave.

The gas line tie-ins have been completed and the roads were repaved this week. Construction caused many traffic delays on the always-busy Fort Ave. and resulted in multiple damaged vehicles and several broken water mains.

This was the third phase of gas main replacements on the South Baltimore Peninsula.

Another one of South Baltimore’s busiest roads, S. Hanover St., is also getting repaved this week.

Bluegrass Tavern Closes in South Baltimore

Bluegrass Tavern has closed its doors at 1500 S. Hanover St. in South Baltimore. Bluegrass made an announcement on February 23rd that it would temporarily close for rebranding, but Green Door Properties, the owner of the building, told SouthBMore.com that it is currently looking for a new operator.

Green Door Properties and partners ran the restaurant for many years before Will Sterling of Saturday Morning Café took over the business in Summer 2016. Sterling could not be reached for comment.

The two-story restaurant features a bar and dining room on both floors, and an outdoor patio. It was voted SouthBMore’s Best Overall Restaurant in 2015. Bluegrass was known for its bourbon, Roseda Farms Dry-aged Burger, charcuterie, exotic meats, and farm-t0-table dishes.

Bluegrass joins a list of recent restaurant closures and changes in South Baltimore. Metropolitan in Federal Hill closed at the end of last year and is currently for sale; Regi’s in Federal Hill will close on April 7th and is currently for sale; and Wine Market Bistro in Locust Point has closed its dining room, but its liquor store and front bar remains open. Wine Market will be announcing changes in the near future.

Former Grace United Church in Federal Hill to Become an Office Building

Green Door Properties purchased the former Grace United Church of Christ at 1404 S. Charles St. earlier this month. The site was also the former home of Allen Center for Senior Citizens, which relocated to Locust Point. Grace United still has a church in Catonsville.

Green Door plans to convert the 18,000 sq. ft. building into a four-level office building. The building will not have any dedicated parking and is exempt from parking requirements.

“Due to its location, we thought that offices would be the best use for the property because it would have the least impact on parking in the area,” said Ross Wilken of Green Door in an email to SouthBMore.com. “Office use is mostly during the weekdays and not at night/weekends when parking is scarce. Also, this building has great architectural features and they maintained it well over the years.”

Green Door began marketing the building this week and has multiple design options. Green Door will begin construction once it finds a tenant or tenants for the space.

The building features a large basement which could be overlooked by a mezzanine level. There is an existing two-lane duckpin bowling alley where the mezzanine level would go and Green Door would love to incorporate it into the design. This mezzanine level could also have a fitness center.

The design would have three levels of office floor plans, each featuring glass windows overlooking lower levels of the building.

The building features a stone front with a bell tower and many stained glass windows that will also be incorporated into the design.

A Look at South Baltimore Real Estate Market Stats

The following is an overview of the median real estate sale price over the past year for the different South Baltimore neighborhoods covered by Redfin. Each median statistic calculated by Redfin is from a 90-day period that ends on the last day of the stated month. The median sale price is the sale price in the middle of the data set when all the sale prices are arranged from low to high.

(Note: Not every South Baltimore neighborhood is tracked in Redfin’s Data Center. However, in a Redfin listing search it does indicate that Union Square has a median list price of $186,000 with a median list price per sq. ft of $88. Ridgely’s Delight has a median sale price of $198,000 and a median sale price per sq. ft. of $206.)

Federal Hill and Locust Point Announce Light City Displays and Events

Both Federal Hill and Locust Point are Neighborhood Lights partners for the Baltimore Office of Promotion and the Arts’ (BOPA) Light City 2018.

In Federal Hill, businesses will be displaying artwork created by local kids. Federal Hill Main Street (FHMS), artists from Future Makers, and BOPA have been collaborating on workshops in neighborhood classrooms and community centers where kids create artwork to be displayed in local Federal Hill businesses. The pieces of artwork are life-size photographic portraits of Federal Hill community members. The pieces will be mounted in framed boxes that are designed and built for storefront windows. Current Federal Hill installation sites include Berkshire Hathaway HomeServices Homesale Realty, Tradestone Gallery, and Chesapeake Tile.

On April 6th, FHMS in partnership with BOPA, is hosting an illuminated parade at 630pm that begins at Federal Hill Park.

After the parade, participants will gather outside FHMS’s office at 42 E. Cross St. Members of FHMS’s Board of Directors, Neighborhood Association Presidents, and other community leaders will judge participants based on certain categories and will announce the winners on stage. FHMS encourages all participants to light up by creating illuminated sculptures, homemade lanterns, stroller floats, bike floats, and their own costumes. Participants can register at fedhill.org/event/neighborhood-lights-federal-hill.

Immediately following the parade, FHMS, in partnership with the Federal Hill Hospitality and Business Associations, is hosting the Fed Hill Lights After-Party from 830pm-11pm on the unit block of east cross street on the north side Cross Street Market.

The after-party will feature Baltimore bands Outcalls and Super City. There will be drink vendors at this free-to-attend event. Local businesses will also be offering deals, specials, and extended hours.

Locust Point will have an art installation called Harbor Memory created by the XXS group featuring landscape artist, Moya Sun of China. The display will be at Under Armour’s headquarters at 1020 Hull St. The installation will run from April 6th to April 8th. About Harbor Memory from Light City:

Harbor Memory creates a sparkling wetland scenery as a representation of the Inner Harbor before its urban development. This collection of 375 fiber-optic lighted ‘plants’ is not a mere celebration of the city: it’s an invitation for individual Baltimoreans. During Neighborhood Lights, visitors are encouraged to register for one lighted plant. The plants will then be distributed to those registered addresses after the festival. The project engages with the public by cultivating a sense of ownership to each individual and their community.

Work Begins on 10 New Townhomes at the Former American Rescue Workers Property in Federal Hill

Demolition has begun at the former American Rescue Workers (ARW) property at 1401 S. Hanover St. in Federal Hill to make way for a new 10-townhome redevelopment. ARW sold the property and relocated to 3599 E. Northern Parkway in Rosemont.

The redevelopment is led by Royal Custom Homes, a partnership between Brian Chance of Chance Development and George Divel. Royal Custom Homes settled on the property at the end of October and had it under contract while working through the now-completed zoning process.

Five townhomes will face the 1400 block of S. Hanover St. and five homes will face the 1400 block of Olive St. A new alley will be built off of W. Clement St. to provide rear parking access for the homes. Homebuyers will have the option of a one- or two-car garage. Homes with a one-car garage will have a fourth bedroom on the first floor. Home with a two-car garage will have three bedrooms.

The 16 ft.-wide homes will have “really high-end” finishes and will feature three bathrooms, a rooftop deck, and a fourth-story wet bar with the option for an adjacent game room.

The homes on Hanover St. will have a traditional red brick design to match the existing homes on the block, and the homes on Olive St. will have more of a modern look with large industrial windows. Royal Custom Homes is working with architect Val Coster on the project.

Royal Custom Homes is expecting construction on the first phase of homes on Olive St. to take approximately eight months. The second phase of homes on Hanover St. will start once at least two of the initial Olive St. homes are under contract.

Royal Custom Homes is expecting to list the homes in the mid-$600,000s.

Chance told SouthBMore.com that he was attracted to the development opportunity because he used to live a few blocks away and has followed all the other development going on in South Baltimore. “We are excited about it and it should become a much better looking corner,” he said.

Royal Custom Homes also currently has a 12-townhome community under construction in Canton called Brewers Green.

Chance is additionally leading the construction of several other rowhome renovations in South Baltimore.

Kwon’s Produce Closes at Cross Street Market in Federal Hill

Kwon’s Produce has closed after 20 years of business at the Cross Street Market. Owner Young Kwon told SouthBMore.com that business has been “terrible” lately and he doesn’t want to continue to operate while construction is going on around him. “I can’t make it,” said Kwon.

Caves Valley Partners (CVP) is redeveloping the 31,800 sq. ft. Cross Street Market. It began construction last week on phase one which will tackle the middle section of the market while businesses continue to operate on the ends of the block-long market near Light St. and Charles St. The approximately $7.3-million project is expected to be completed in the second quarter of 2019.

Kwon has not closed the door on a return to Cross Street Market when renovations are completed. “If they need me, I will come back,” said Kwon, who said he is keeping all options on the table and currently looking for a job.

Kwon signed a new two-year lease to stay at Cross Street Market, but said he walked away and would have to renegotiate a new deal upon a return.

Arsh Mirmiran of CVP told SouthBMore.com that Kwon’s Produce has always been a part of the plan for the redeveloped Cross Street Market.

“I love this market, it used to be the best market in the city. I hope it comes back to being the best market again,” said Kwon. “I love this neighborhood and I thank you for having me.”

There have been many tenant changes at Cross Street Market in recent months. This includes the relocation of Cross 10 Grocery to 1039 S. Charles St. and the announcement that Baltimore’s Best BBQ and Bruce Lee Wings will be leaving at the end of March. However, Bruce Lee of Bruce Lee Wings told SouthBMore.com today that he is still hoping to work out a deal to stay.

In the past year Big Jim’s closed after mutually agreeing to part ways with CVP, The Flower Shop relocated to Carroll-Camden/Pigtown, and Mondawmin Chicken and Tian’s Teriyaki closed.

All other longstanding tenants at Cross Street Market remain open.

Sundays, Smoke, Cookie Dough & Co., and Prescription Chicken and Gertie’s Yummy Yogurt Bowls opened new stalls at Cross Street Market last year.
