Taiwanese Tea Shop ‘Chatime’ Opens in Federal Hill

Taiwanese tea, smoothie, and juice shop Chatime, which has more than 1,000 locations in Asia and around the world, opened its second Maryland location this month at 1114 Light St. in Federal Hill. The first-floor storefront was the former longtime home of Morstein’s Jewelers.

The franchise owner of Chatime Federal Hill is Baltimore County resident Dane Ilagen. She grew up in Riyadh, Saudi Arabia and went to college in her family’s home country of the Philippines. While in the Philippines, Ilagen developed a love for Chatime and she was thrilled when a location popped up at The Avenue at White Marsh. Ilagen moved to the United States in 2013, taking a nursing position at Johns Hopkins Medicine.

Ilagen decided she wanted to open her own franchise and began looking at other locations in Harford County, Canton, Fells Point, and Locust Point before deciding on the Federal Hill location. She said she loves Federal Hill and was very excited this space was available.

Ilagen and her contractor David Lau, who is also the owner of the White Marsh location, completely renovated the space to include a kitchen, ordering counter, and large dining room. It only has a couple of tables at this time, but Ilagen plans on adding many more to fill the dining room. The space is highlighted by wood flooring, a hardwood accent wall with a Chatime logo, green wall features, and posters of Chatime’s 80-plus drink combinations.

As cha translates to tea in Mandarin, Chatime means teatime. Chatime offers an extensive menu of beverages including milk teas; Oriental pop tea which are sparkling drinks; fresh fruit smoothies and slushies; mousses which have a thicker latte-type foam; fruit teas; QQ teas which have double toppings; fresh teas; and homemade juices. Chatime Federal Hill will also offer Thai Coffee Milk Tea.

The menu is a variety of hot and cold beverages. Types of teas include green tea, black tea, oolong tea, and matcha. Fresh fruits in drinks include mango, strawberry, lemon, banana, grapefruit, peach, pomegranate, guava, winter melon, and apple.

Chatime offers different pearls for the drinks, often referred to bubble tea. These include the traditional black tapioca pearls, grass jelly pearls, pudding pearls, coconut pearls, red bean pearls, rainbow jelly pearls, coffee jelly pearls, white pearls, mango pearls, and oreo crumbs.

Ilagen said Chatime offers drinks for those looking for a morning caffeine burst, a refreshing drinks, to feel better, and/or for dessert. She said many of the drinks offer anti-inflammatory properties and are rich in antioxidants.

With a large menu that is likely a new experience to many customers, Chatime will offer  samples and will then help customers out by asking what type of flavors they are into whether that be fruity, sweet, chocolate, or bitter. Ilagen recommends figuring out your favorite drinks before adding toppings.

Ilagen will be adding food in the future that will include Taiwanese-style fried chicken wings, filets, and nuggets, plus fried calamari and french fries.

Ilagen is excited to finally make her own Chatime franchise a reality. She was hoping to open a business more than a year ago, but was delayed due to the passing of her mother.

Ilagen noted Chatime White Marsh has attracted a very international crowd of individuals who are familiar with the shop from their home countries. She’s hoping Chatime Federal Hill will be popular with the locals as well as a draw with international residents including those who work and study at Johns Hopkins.

Chatime Federal Hill opens at 11am every day and will stay open until 8pm on Sundays and Mondays, 9pm on Tuesday to Thursday, and 930pm on Fridays and Saturdays.

Chatime has eight employees. Ilagen is still working at Johns Hopkins while she runs the new tea shop.

Key Highway/Light Street Reconstruction Behind Schedule

Baltimore City Department of Transportation’s (DOT) reconstruction of the Key Hwy. and Light St. intersection is running behind schedule, according to District 11 Councilman Eric Costello.

Update on Key Highway / Light St Intersection project from DOT:

The project was expected to be completed by end-November 2019, however it is considerably behind schedule. As a result, the contractor (M Luis Construction) is going to be maximizing work on nights and weekends. Night and weekend work is permitted per the original contract and the City would be in breach and could be held liable if it tried to prevent this. That said, both DOT and I have communicated to the contractor the need for heavy / loud work to be completed each evening prior to 11pm. This work will likely continue on nights / weekends as long as the weather continue to cooperate. At this time, there is no accurate estimated timeframe for completion that I can provide, although we should have a better idea by end-October 2019.

Phase 5 will be starting on September 22, which will include a maintenance of traffic modification for three lanes of travel on Key Highway: AM hours will include two travel lanes westbound to Downtown and one travel lane to Locust Point; nad PM hours will include one travel lane westbound to Downtown and two travel lanes to Locust Point. According to DOT, this travel pattern was performed during prior phases of the project without any issues to traveling public.

Thank you to everyone for your continued patience with this project which I am hopeful will be a marked improvement in terms of safety and navigation for all over the previous conditions.

This project has been under construction since January 2018. The plan went through several iterations since it was first discussed seven years ago.

In 2012, a traffic circle was proposed for the intersection but the project became too large and expensive, and presented concerns regarding pedestrian safety, according to City officials. It was scrapped and the project went in a different direction. “They are able to use the same amount of money to make improvements from Conway all the way to Covington, as opposed to just that one intersection,” former Councilman William Cole told SouthBMore.com in 2013.

Project engineers also said at a public meeting in October 2017 that a traffic circle would be a safety concern for blind pedestrians in the area.

The new plan, which was first presented in 2013 and has since undergone some changes, does away with the traffic circle and adds several new medians, green spaces, traffic lights, and curb bump-outs. The current project specifications are listed as:

  • Full Depth Roadway Reconstruction with Complete Rail Track Removal
  • Concrete Roadway Repairs
  • Installation of New Traffic Signals – Key Highway @ Light Street, Key Highway @ William Street; Key Highway @ Covington Street – ACPS/CPS Crosswalk Revision
  • New Signing and Pavement Markings
  • Storm Drain Improvements, Stormwater Management
  • Increase to the Capacity of Existing Conduit System
  • Replacement of Water Line
  • Median Installation along Key Highway from Battery Avenue to Covington Street
  • Removal of Existing Berm between Key Highway and Rash Field (Battery Avenue to Covington Street/Rusty Scupper)
  • Gwynns Falls Trail Extension
  • Landscaping, Sidewalk & ADA Upgrades, Gwynns Falls Trail Extension

Additionally, a southbound lane of Light St. will be eliminated between Lee St. and Key Hwy. with a sidewalk extension. Cars traveling southbound into Federal Hill on Light St. will have a separate lane which will be divided by a new median. There will continue to be a traffic signal at southbound Light St. and Key Hwy. to protect pedestrians. This stretch will also have a new bike lane.

An existing median at Hughes St., Key Hwy., and Light St. will be expanded, eliminating a small stretch of Hughes St. that connects to Light St. This median will include a new walkway.

Curb bump-outs will surround the off-street parking along the south side of Key Hwy. Many new trees will planted along sidewalks and medians.

STV is the designer of the project and Manuel Luis Construction Company, Inc. was rewarded the $6,325,113.50 contract from DOT.

Redevelopment of the adjacent Rash Field is expected to begin in January 2020.

Pizza di Joey Opens New York-Style Pizza Stall at Cross Street Market

Food truck Pizza di Joey opened its first brick-and-mortar location this week in a 679 sq. ft. stall at newly-renovated Cross Street Market. Pizza di Joey is adjacent to Royal Farms, the soon-to-open Southside Burger Bar, a common seating area, and the future Atlas Restaurant Group seafood restaurant and seafood stall.

Pizza di Joey is owned by Joey Vanoni who was born and raised in Perth Amboy, New Jersey and now lives in Riverside. He learned the art of pizza making at one of the country’s first pizzerias, Sciortino’s, in his hometown. Vanoni joined the United States Navy after high school and would bake pizzas to lift the spirit of his fellow service members on submarines and at bases. When deployed to Afghanistan, his team built him a brick oven on their base and every Friday became “pizza day.”

Though Pizza di Joey has been a traveling business, Vanoni preps his food at a space in South Baltimore and last summer he hosted SoBo Food Truck Nites at Knights of Columbus in Locust Point. Vanoni said he heard local calls for New York-style pizza, often on neighborhood Facebook pages, and is happy to bring the pizza of his home region to the neighborhood permanently.

Talking about his search for his first brick-and-mortar location, Vanoni said in May, “We were looking around at the area – Federal Hill, Riverside, and Locust Point. We’ve been serving here so we knew we had some brand recognition. We were seriously considering one location, but then I was approached in January about Cross Street Market.”

“When they [the leasing team at Cross Street Market] approached me, they were specifically looking for New York-style pizza,” he said.  “I’ve lived in the area for more than 11 years and used to go the Cross Street Market all the time. It’s an honor to be part of the tradition and legacy over there. When I first moved to Baltimore it was the first place I got a sandwich. I took my grandparents there when I was finding my first house.”

Vanoni said he’s excited about the nods to history the renovated market will have, including the neon signs and retro design.

The space in Cross Street Market hits all the features Vanoni was looking for – a license to serve beer and wine, a curbside service window, and the ability to serve late-night pizza.

The stall has a counter facing the aisle where customers can order as well as stand and eat their food. Another counter faces a Cross Street Market common seating area. The stall has two televisions facing the common seating area and one television facing the aisle. The TVs will show sports and Vanoni’s favorite films and shows like Rocky and The Sopranos. Vanoni also plans on hosting movie nights.

While not completely finished construction, the stall has black and white subway tile and wood accents. A new ash countertop made from a local tree will be installed in the coming weeks, replacing the current temporary countertops. A new Pizza di Joey logo made of a 24-inch Lillson pizza peel will be installed on the top header of the stall.

The open kitchen is painted in Pizza di Joey’s orange and black color scheme. Customers will be able to watch Vanoni and his team toss pizza dough and put pizzas in his Marsal & Sons brick oven. Vanoni is thrilled to have much more space than his team had in the food truck, and said they are now able to make pizzas much faster.

Pizza di Joey has a large carryout window that opens out to the south side of the unit block of E. Cross St. The stall will be able to pass carryout orders through the window and it will stay open until midnight on Fridays and Saturdays. Vanoni will extend those hours to 3am or 4am in the morning in a couple months when it gets a late-night food license.

The carryout window is adjacent to Royal Farms which also has a carryout window. There is a protected ordering area by the two stalls that is surrounded by planters.

Pizza di Joey will be installing a large mural on the exterior of his stall around the carryout window. He said it will be an “iconic” design. Vanoni is working John “Woody” Wood from Duo Signage + Graphics on all of his signage.

Pizza di Joey currently has a limited menu serving master slices and its 24-inch pies. Right now it is offering its cheese, pepperoni, buffalo chicken, and jumbo lump crab dip pizzas. Slices start at $6 and pies start at $38. Vanoni and his manager Marcel Jennings will be adding additional pies to the menu and having rotating specials. Vanoni said he looks forward to getting ingredients from some of the other vendors in the market for his pies, and working with local vendors to get the freshest ingredients possible for his pizza.

The menu will also add both meatball and Caprese subs and platters. Vanoni’s meatballs and pasta sauce are his grandmother’s recipe “with a twist.”

The drink menu includes 12oz and 32oz beers that come in plastic cups. Beers includes Miller Lite, Peroni, Yeungling, and Blue Moon. Pizza di Joey also serves Sauvignon Blanc and pinot noir on tap. Soft drinks include Sprite, Coke, and Diet Coke. It will also have Deer Park water.

Pizza di Joey is currently open Monday to Thursday from 11am to 8pm, Friday and Saturday from 11am to 12am, and Sunday from 11am to 9pm.

Pizza di Joey will be launching its own delivery service in the near future.

The stall at Cross Street Market will not only be a new restaurant, it will be the new home base for the pizza truck, where dough and ingredients will be prepped and put on the truck. Vanoni plans to initially dial back the schedule of the food truck, but will bring it back to a full schedule in 2020.

Vanoni will hire a staff of about 12 to 13 employees. Vanoni has always hired veterans and will be working with South Baltimore’s The Baltimore Station (TBS) on hiring for Pizza di Joey. Vanoni is on the Board of Directors of TBS, which is a residential treatment program supporting veterans transitioning through the cycle of poverty, addiction, and homelessness to self-sufficiency.

Vanoni is excited to be open and called this “the second part of a lifelong dream.”
