Angled Parking Not Coming to East Randall Street at This Time

On Monday, many residents and the Riverside Neighborhood Association (RNA) were surprised to see Baltimore City Department of Transportation (DOT) ‘No Parking’ signs go up for the installation of new angled parking on the 100 block of E. Randall St. The sign, which said the angled parking would take place on Wednesday, turned out be a mistake by DOT as it was placed on the wrong block. The signs were meant for the 100 block of W. Randall St. where its existing angled parking is getting re-striped this week.

The South Baltimore Gateway Parking Study completed in 2017 identified all of E. Randall St. between Light St. and Webster St. as one of the potential areas for angled parking. RNA Parking Chairman Jeffrey Brown told SouthBMore.com, “Angled parking is still under consideration for E Randall and other places from the Gateway study, but not immediately, and not without a lot of discussion and public input.”

The following blocks were identified in the parking study for angled parking. It estimated this could add about 300 on-street parking spaces.

In Federal Hill

  • Warren Avenue between Light Street and Henry Street. Warren Avenue is two-way and is 48 feet wide, so could accommodate angle parking while remaining two-way.
  • E. Montgomery Street between William Street and Battery Avenue.
  • William Street between E. Montgomery Street and E. Hamburg Street.
  • Battery Avenue between E. Montgomery Street and Warren Avenue. 800 block
  • Riverside Avenue between Warren Avenue and E. Hamburg Street.

In Riverside: The listed street segments are all currently two-way; adding angle parking would require conversion to one-way.

  • Covington Street between E. Cross Street and E. Gittings Street
  • Jackson Street between Key Highway and E. Fort Avenue
  • E. Clement Street between Covington Street and Key Highway
  • E. Barney Street between Light Street and Johnson Street
  • E. Heath Street between Covington Street and Webster Street
  • Byrd Street between E. Fort Avenue and Randall Street
  • Henry Street between E. Fort Avenue and Randal Street
  • Covington Street between E. Fort Avenue and Randall Street
  • Randall Street between Light Street and Webster Street
  • Webster Street between Randall Street and Key Highway (coordinate with circulation on E. Clement Street at Key Highway)

In South Baltimore 

  • W. Clement Street between Race Street and S. Charles Street. This street is two-way and adding angle parking would require conversion to one-way.

Riverside is moving forward with Residential Permit Parking (RPP) which would create a new Area 48 zone. RNA has created a pilot area of Fort Ave. to Randall St. south to north and Light St. to Battery Ave. east to west to launch the program.

Each block in RPP must have 60% of the residents to sign a petition. RNA volunteers previously canvassed to petition residents in the pilot area. Once the pilot program is launched, all blocks within RNA will become eligible to petition into Area 48 RPP.

Though Riverside Neighborhood’s boundaries split Light St. and Fort Ave., both sides of the street will be eligible for Area 48 RPP with the exception of the 100 and 200 block of E. Fort Ave. The north side of those blocks will be added to Area 19, while the south side will be in Area 48. Much of the South Baltimore Neighborhood, which ends at the west side Light St., is in Area 30 and much of the Federal Hill South Neighborhood, which ends at the north side of E. Fort Ave., is in Area 19. RNA wanted to make sure no side of any block was left isolated without access to any parking that surrounds those sides of those blocks.
