Baltimore Police Department (BPD) Commissioner Kevin Davis attended last night’s South Baltimore/Riverside Public Safety Walk which was attended by more than 250 area residents. BPD noted that one 15-year-old male juvenile has been arrested in connection to the Halloween violence. This juvenile has identified four other individuals, both males and females, involved in these robberies and two are now in police custody. An arrest of two female juveniles was also made following a Saturday night robbery.
At the Public Safety Walk, Commissioner Davis told the crowd that a “plain clothes decoy unit” with “younger looking officers” has been deployed to combat recent violence committed by juveniles. He said that the last 10 juveniles arrested for robberies in South Baltimore have been arrested a total of 63 times.
“We need to strengthen the juvenile justice system in Maryland, and I know our Delegates here tonight will help me in Annapolis,” said Commissioner Davis. “Juvenile justice was written at a time when juveniles got involved with mischief. They maybe stole a car, that was the worst thing they would do. Today’s juveniles are involved in far more serious crimes, and the consequences just aren’t there for them to face.”
“As the father of four teenagers, do I want to lock up every juvenile that makes a mistake? No. But, if you commit a robbery and you hurt somebody, that’s a different story,” he said.
Councilman Eric Costello was in attendance and called the recent incidents “unacceptable” and called on neighborhood residents with surveillance cameras to get them registered with BPD’s CitiWatch Community Partnership. He also said, “If you feel that a person or property is in jeopardy, you have to call 911, not 311.”
Attendees asked questions and voiced concerns with 911 call times and the lack of action taken by Baltimore courts in criminal cases.
