Little Havana Renovates Its Event Spaces, Plans a Future Cafe Facing Key Highway

Little Havana at 1325 Key Hwy. in Federal Hill recently completed some renovations and was approved to expand the footprint of its liquor license to cover its entire 14,981 sq. ft. waterfront building. This is the latest round of investment for the Cuban-themed restaurant that has been open since 1997.

Little Havana was approved in December by the Board of Liquor License Commissioners for Baltimore City for its liquor license expansion. While the restaurant and event spaces were previously in the footprint of the liquor license, there were areas of the building that weren’t covered that could potentially be used in the future.

The Little Havana ownership team of Marc Gentile and Tim Whisted plans to eventually add a smaller cafe to a retail space at the corner of Key Hwy. and Webster St. This space was previously leased to a flooring business. Gentile said they plan to get more serious in planning for the concept and layout of the cafe in about a year, but they will use the space in the meantime as an additional private event space. The space has the potential for outdoor seating along Key Hwy.

Little Havana also renovated its other two event spaces so it can more easily accommodate multiple private events and larger events. This included renovating a hallway between the two event spaces and updating floors, walls, and a bathroom. Each space has an adjacent outdoor patio.

Gentile said the Baltimore restaurant scene is always changing and it’s great to rely on private events for more consistency and to know ahead of time how busy a shift will be. He said the private spaces allow the staff of about 40 to work year-round as opposed to having a larger staff during the warmer months when the outdoor patio on the Inner Harbor is open.

Little Havana also added new first-floor closets and a divider in front of the kitchen. It removed a long hallway in the women’s room. Gentile said a next phase of bathroom renovations will come in the near future.

Annapolis Architecture Firm to Lease 10,000-Plus Sq. Ft. at Union Bros. in Sharp-Leadenhall

The Union Bros. development at 37 W. Cross St. in Sharp-Leadenhall has signed its first office tenant as Annapolis architecture firm CRGA will be relocating to a 10,032 sq. ft. space in the complex. Developers Len Bush and John Roe have transformed the former 40,000 sq. ft. Union Bros. Furniture and Plymouth Wallpaper property into an office and retail complex.

Work began on the $8-million Union Bros. redevelopment in June 2018. Roe said the “base buildings” of the three-building complex is complete. This includes a renovated exterior, new windows, a new roof, new stairwells, new bathrooms, new mechanical systems, and restored historical elements including walls and floors. Tenant build-outs in the spaces will take place as leases are signed. Roe and Bush will manage that process for the tenants.

“It’s been a lengthy process mostly because it’s a historic renovation,” said Roe. “We are excited to be finished and even more excited to get some tenants on board.”

Union Bros. has three interconnected buildings that surround a BP Station. The Benjamin Building is a two-story building fronting the 1100 block of S. Hanover St. It has a 4,446 sq. ft. restaurant space on the first floor with an adjacent outdoor courtyard, and a second-floor 4,687 sq. ft. office space. The Rubin Building faces the unit block of W. Cross St. and has a 6,057 sq. ft. restaurant space with access to a future 1,200 sq. ft. rooftop deck above the third story, a 5,883 sq. ft. second-floor office space, and a 5,924 sq. ft. third-story office space. The Phillip Building is a located on Clarkson St. and has a 1,859 sq. ft. first-floor space, a 5,883 sq. ft. second-floor space, and a 5,924 sq. ft. third-floor space.

Union Bros. is a block east of the $300-plus million Stadium Square mixed-use development and a block west from the recently-renovated Cross Street Market in Federal Hill.

Roe said CRGA’s space, which will occupy the third floors of the Rubin Building and Phillip Building, will likely begin a six- to eight-week build-out in April. CRGA approached his team in September and the deal came together pretty quickly.

Roe also noted that a lease for the 1,859 sq. ft. first-floor space in the Phillip Building is currently under review. Union Bros. has about 12,456 sq. ft. of office space available on the second floors of the Rubin Building, Phillip Building, and Benjamin Building. Roe said this could be leased to one tenant or broken up.

Bush and Roe are working with MacKenzie to lease the restaurant spaces. They are hoping for restaurants or breweries to occupy these spaces and made accommodations for the height needed for brewing equipment. Roe said he doesn’t anticipate any issues acquiring a liquor license since the project is in Sharp-Leadenhall rather than Federal Hill where there is a moratorium on new licenses.

Union Bros. has 14 parking spaces on its property and is leasing another 62 spaces on Monday to Friday at an adjacent parking lot for Leadenhall Baptist Church.

“We are absolutely happy to have some leases,” said Roe. “It was slow for a good part of last year, but activity has picked up in the last few months. We are having more inquiries and more showings.”

Bush and Roe, who are both South Baltimore residents, previously built The Townes at Marshall Green, a five new-townhome development at Randall St. and Marshall St. “John and I like to stick to projects in Federal Hill where we live, work, and play,” said Bush.

Bush and his wife Donna are also the owners of LEN The Plumber, which purchased and renovated a 42,000 sq. ft. warehouse at 1552 Ridgely St. in Carroll-Camden Industrial Area.

New Cross Street Restaurant to Serve Food from the Yunnan Province of China

Water Song, a new restaurant serving dishes from the Yunnan Province of Southwest China, will open at 21 E. Cross St. in Federal Hill. The approximately 1,500 sq. ft. restaurant space was formerly the home of The Local Fry.

Water Song is a concept from Cheng “Colin” Liang, who grew up in the Yunnan Province and owned a restaurant there before moving to the United States, along with his business partner Andrew Hinton. Liang spent recent years looking for a location for his restaurant as well as getting an MBA from Johns Hopkins University so that he could better understand business in the United States.

Liang has hosted a Water Song pop-up at R. House and worked in local restaurants. This past Saturday, he also held a Chinese New Year party at 21 E. Cross St.

Hinton, who is a real estate professional in the area, helped in the search for a space and, along with Liang, was drawn to the opportunity in Federal Hill. Henry Pertman of Total Image Creative, which is consulting Water Song on the rollout of this concept, said the proximity to Cross Street Market and Federal Hill and its many international food concepts was very attractive to Hinton and Liang.

Pertman said Yunnan Province cuisine is very different from the more well-known Chinese styles of cuisine popular in the United States, and that it takes many influences from the adjacent Southeast Asian countries. Water Song will serve soups similar to pho and ramen including its small pot rice noodle soup in a minced pork broth and a spicy wonton soup. It will also serve dishes such as marinated beef shank, sweet and sour ribs, roasted eggplant and tomato, and seafood plates.

Most plates at Water Song will come in two sizes, “large and humongous,” said Pertman. He noted they wanted to offer smaller plate sizes to make the price point very affordable and approachable.

Desserts will include bubble ruda which is made of coconut milk and rice.

Pertman said many of the tools used for cooking are currently being shipped from China.

Water Song will also serve authentic Chinese drinks and will have a hot tea bar. It will not have a liquor license and may offer BYOB.

Water Song will be open for lunch and dinner, and will likely have late-night weekend hours and a weekend brunch.

Pertman said Liang does not feel that any restaurant in Baltimore has what Water Song is going to offer.

Water Song takes its name from the clouds in the mountains and valleys of the Yunnan Province. “When the water is under the clouds, it sings a song,” said Pertman.

Renovations to the space began this week. Pertman said the space “will not look anything like The Local Fry” when completed. It will continue to have a fast-casual, order-at-the-counter setup, but it will also have food runners who will bring the food to the tables.

Water Song will have about 40 seats and will rely on carryout and delivery business.

Water Song will likely open in March.

Brick Sidewalks on Light Street Getting Redone

The Baltimore City Department of Transportation (DOT) is currently redoing the brick sidewalks on Light St. in the Federal Hill business district. The brick sidewalks had been deteriorating in recent years and some sections were missing bricks.

Last year DOT repaired brick sidewalks on E. Cross St. and S. Charles St. in the business district. Federal Hill Main Street Executive Director Cathy Rosenbaum said they have been pushing for sidewalk repairs and are happy to see it take place.

Rosenbaum also noted some recently-repaired brick sidewalks on S. Charles St. were partially ripped up due to gas line work. She said they are working with Councilman Eric Costello’s office to make sure those sections are redone and that S. Charles St. is completely repaved when the gas line project is completed.

Renderings Revealed for Six-Story Apartment Building at 1900 South Hanover Street

Wood Partners is planning two apartment buildings for the 1800 and 1900 blocks of S. Hanover St. in South Baltimore. The project is called Alta Federal Hill and Phase I will begin construction on the 1800 block this spring. Renderings for Phase II were presented yesterday to Baltimore City Planning Department’s Urban Design and Architecture Advisory Panel (UDAAP).

The two blocks were comprised of two properties that were acquired by developer Caves Valley Partners (CVP). The properties included a former one-story warehouse at 1800 Hanover St. and the former Middleton & Meads property, which occupied the entire 1900 block of S. Hanover St. and the western section of the 1800 block of S. Hanover St. CVP has been demolishing and clearing the site in recent months.

Middleton & Meads recently completed its relocation to Carroll-Camden Industrial Area.

Wood Partners is under contract to purchase the properties from CVP to build Alta Federal Hill.

Phase I on the 1800 block will be a six-story, 267-unit apartment building with a 367 parking spaces including a parking garage, and a 1,000 sq. ft. retail space.

Wood Partners was approved in July by the Baltimore City Board of Municipal and Zoning Appeals (BMZA) for a six-story, 258-unit apartment building with 370 parking spaces, a garage, and 1,000 sq. ft. of ground-floor retail on the 1900 block. Wood Partners did not specify on Thursday the final apartment and parking space total for the project.

Both buildings will be separated by a new private road that is offset a bit north of the intersection of E. Wells St. and S. Hanover St. The Baltimore City Department of Transportation advised Wood Partners that it wanted a vehicular entrance to the Phase II building at the intersection, so Wood Partners has created a vehicular entrance and auto court that leads to the parking garage and a main entrance to the apartment building in the middle of the building.

This auto court will be used for ride share pick-ups and drop-offs, deliveries, and as a pedestrian entrance to the building. Architect KaMan Skinner of J. Davis Architects, which is designing the building along with Kimley Horn, described this auto court as a “special moment” for drop-offs.

UDAAP panelists had concerns about the pedestrian functionality of the auto court and its relationship to the private drive at the north end of the building.

Phase II will have a 1,000 sq. ft. retail space facing the private road and Phase I will also have a 1,000 sq. ft. retail space across the street.

The exterior design of the building will have a brick facade along with a variety of materials. The team hopes the design of the project will help smoothly transition to the two- and three-story brick rowhomes on S. Hanover St.

Steve Rolls of Wood Partners said he sees the building as an “anchor for Federal Hill” as it’s the first building in the neighborhood after people leave Port Covington and drive underneath I-95. Wood Partners also sees it as a stitch between the two neighborhoods. Port Covington is currently beginning the first phases of the 235-acre, $5.5-billion redevelopment.

Phase II will have a interior resident courtyard, a rooftop deck, and amenity spaces. The garage will face the I-95 on-ramp at the southern edge of the property. A sliver of the property that is south off the I-95 on-ramp will be used for stormwater management.

Both Phase I and Phase II will have apartment units with balconies facing the private road. The private road will have new on-street parking spaces.

Wood Partners hopes to begin construction on Phase II before the end of the year.

Last year, Wood Partners said they are hoping Phase I will help calm down a very “vehicular-centric” S. Hanover St., which is also known as Route 2, a highway that continues south through Annapolis. There will be many plantings along the perimeter of the property, and both buildings will be set back 15 ft. from the curb.

Atlas Restaurant Group’s ‘Watershed’ at Cross Street Market to Have Large Rooftop Deck

On Thursday, Cross Street Market developer Arsh Mirmiran of Caves Valley Partners (CVP) and architects from Brown Craig Turner (BCT) revealed plans to Baltimore City Planning Department’s Urban Design and Architecture Advisory Panel (UDAAP) for the exterior of Watershed, the seafood restaurant by the Atlas Restaurant Group that will occupy the S. Charles St. entrance to the market. The design features a long rooftop deck that stretches the entire length of Watershed’s 5,200 sq. ft. interior space.

The design features a painted Watershed sign with a fish logo on the S. Charles St. brick facade, along with graphics for Watershed, Cross Street Market, and Atlas’ additional Atlas Fish Market concept along the north and south facades of the space. The S. Charles St. facade will continue to have signs for Cross Street Market.

The exterior stairwell to the rooftop deck will go on a sidewalk on the north side of the market. The stairwell will be in an enclosure that will also have storage. A new sidewalk will replace surface parking on the south side of Watershed’s space.

The rooftop deck, which will have a capacity of 167, will have a bar; table seating; and a gaming area for corn hole, pool, foosball, and ping pong. There will be a large shade structure on the north side of the space, a trellis with plants growing in it to provide some shade and define the game area, and a wall facing east which will have a large television. The rooftop deck will feature many TVs and the tables will have umbrellas.

To accommodate the new rooftop deck, Atlas will completely demolish the interior of the space outside of the three exterior walls. The roof will be torn out as the existing roof is not strong enough to support the new deck. A new level concrete slab will be poured to eliminate the current slope, and the interior will have structural columns supporting the roof. There will be a one-and-a-half foot step down between the rest of the market and Watershed as a result of the new flat surface that will be flush to the sidewalk at S. Charles St.

Large HVAC units currently located on top of Watershed’s future space will be relocated.

The interior will have large kitchen and a seating capacity of 125. Interior design plans were not part of the presentation.

Watershed will serve “many of the region’s signature seafood dishes and steamed hard shell blue crabs that are sourced locally as frequently as possible.”

Atlas will operate Atlas Fish Market outside of its Watershed space in two stalls adjacent to Pizza Di Joey and Southside Burger Bar. The concept will have a raw bar for dine-in customers, as well as a fresh fish stall for customers to take home and prepare seafood they purchase. Atlas Fish Market will sell many of the fresh products available at Atlas restaurants, including Maryland crab meat, Chilean sea bass, Scottish salmon, Chesapeake Bay rockfish, Portuguese octopus, Gulf shrimp, and local oysters. 

UDAAP panelists were critical of the shade structure and about the relationship between Watershed and the rest of the market. As Watershed will be a restaurant setting, the main western entrances to the rest of the 31,800 sq. ft. market will be on E. Cross St. just past the Watershed space, but Mike Holler of BCT said Watershed will not necessarily discourage people from walking through Watershed to get to the rest of the market.

Mirmiran said the plan does not need to come before UDAAP again and that the plans will be tweaked based on the comments. They hope the start the approximately six-month construction project at the end of February and open by the end of summer.

“When presented with the opportunity to not only open a restaurant in Historic Cross Street Market, but to also open a stall that supplies the community with fresh seafood options on a daily basis, we jumped at the chance to open Atlas Fish Market,” said Atlas Restaurant Group Founder/President Alexander Smith in a press release. “Through our connections with local, national and international purveyors, we look forward to bringing in some of the freshest seafood offerings in the city, as well as some unique and rare selections.”
“We are excited to join the Federal Hill community and provide a dining experience that will be unique to the neighborhood,” said Smith. “BCT Architects have done an incredible job designing our space to perfectly complement Cross Street Market’s beautiful redesign.” 
With the addition of this new concept, Atlas Restaurant Group will have 20 restaurants in four markets nationally, operating 17 different concepts that employ more than 1,300 people locally and 1,500 nationally. 

Mirmiran said that of the 24 stalls at Cross Street Market, two are currently available with one in discussion. Two concepts have yet to be announced. CVP along with its team of CANAdev and MacKenzie began renovations in April 2018 and it started to reopen in May 2019. 17 stalls are currently open.

The redevelopment of Cross Street Market is an approximately $8.5-million project.

South Baltimore’s Spencer Horsman Makes Return Appearance on America’s Got Talent

South Baltimore native and magician Spencer Horsman, who co-owns Illusions Bar & Theater in Federal Hill, made a return appearance to NBC’s America’s Got Talent (AGT) last Monday. Horsman was a semifinalist on AGT in 2012 and returned to the show last week for a season called “The Champions” where some of the show’s favorite former acts from around the world took the stage.

Horsman previously showcased his escape acts on the show and on Monday he performed his “most dangerous escape yet” as he was locked in a water box suspended 30 ft. in the air. During the escape, he had two minutes to unlock himself and connect to a safety line before he would fall to the ground. His wife and Illusions co-owner Caroline Horsman assisted him in preparation for the escape.
