Reconstruction of the Key Hwy. and Light St. Intersection Begins

After seven years of planning and community meetings, the Baltimore City Department of Transportation (DOT) began work this month on the reconstruction of the Key Hwy. and Light St. intersection. The intersection is located near the Inner Harbor, Federal Hill, and Otterbein. The scope of the project includes Light St. from Conway St. to Montgomery St. and Key Hwy. from Light St. to Covington St. Construction, which will include 10 phases, is expected to take two years.

The stretch of Key Hwy. and Light St., including the intersection, currently has an uneven surface caused by rail tracks that are no longer in use. The goal of the project is to improve this surface, as well as to improve the flow of traffic, make it more pedestrian-friendly, and update stormwater management and conduit infrastructure.

In 2012, a traffic circle was proposed for the intersection but the project became too large and expensive, and presented concerns regarding pedestrian safety, according to City officials. It was scrapped and the project went in a different direction. “They are able to use the same amount of money to make improvements from Conway all the way to Covington, as opposed to just that one intersection,” former Councilman William Cole told SouthBMore.com in 2013.

Project engineers also said at a public meeting in October that a traffic circle would be a safety concern for blind pedestrians in the area.

The plan, which was first presented in 2013 and has since undergone some changes, does away with the traffic circle and adds several new medians, green spaces, traffic lights, and curb bump-outs. The project specifications are listed as:

  • Installation of New Traffic Signals – Key Highway @ Light Street, Key Highway @ William Street; Key Highway @ Covington Street – ACPS/CPS Crosswalk Revision
  • New Signing and Pavement Markings
  • Storm Drain Improvements, Stormwater Management
  • Increase to the Capacity of Existing Conduit System
  • Replacement of Water Line
  • Median Installation along Key Highway from Battery Avenue to Covington Street
  • Removal of Existing Berm between Key Highway and Rash Field (Battery Avenue to Covington Street/Rusty Scupper)
  • Gwynns Falls Trail Extension
  • Landscaping, Sidewalk & ADA Upgrades, Gwynns Falls Trail Extension

Additionally, a southbound lane of Light St. will be eliminated between Lee St. and Key Hwy. with a sidewalk extension. Cars traveling southbound into Federal Hill on Light St. will have a separate lane which will be divided by a new median. There will continue to be a traffic signal at southbound Light St. and Key Hwy. to protect pedestrians. This stretch will also have a new bike lane.

An existing median at Hughes St., Key Hwy., and Light St. will be expanded, eliminating a small stretch of Hughes St. that connects to Light St. This median will include a new walkway.

Curb bump-outs will surround the off-street parking along the south side of Key Hwy. Many new trees will planted along sidewalks and medians.

STV is the designer of the project and Manuel Luis Construction Company, Inc. was rewarded the $6,325,113.50 contract from DOT.

The project team said at the October public meeting that two lanes of Key Hwy. will always be reserved for the direction of high traffic on Key Hwy. during construction. They also noted that pedestrian accessibility at Key Hwy. and Light St. will be limited during construction. They are rerouting pedestrian traffic towards William St. and Key Hwy. during construction where a new traffic signal will be installed in the first phase. The off-street parking along Key Hwy. will only be eliminated for “weeks, not months” during resurfacing.

Redevelopment of the adjacent Rash Field is expected to begin this summer.

New Baltimore Bike Share Station Added to Fort Avenue in Riverside

A new Baltimore Bike Share station was added last week to the northwest corner of E. Fort Ave. and Webster St. adjacent to Koba Cafe. The station has 12 bike docking stations and replaces approximately two on-street parking spaces.

There are now five stations on the South Baltimore Peninsula with a total of 57 bike docks. The four other stations are at Cross Street Market, Ostend St. and Light St., and S. Charles St. and Fort Ave. in Federal Hill; and McHenry Row in Locust Point. No additional stations are planned at this time for the peninsula.

Other stations in South Baltimore include Camden Yards, Baltimore Visitor Center at the Inner Harbor, University of Maryland BioPark, and Hollins Market. Two stations are planned for Pigtown.

Baltimore Bike Share was shut down for a month this fall due to widespread thefts. New locking systems were designed and installed for the stations and the bikes received upgraded GPS systems.

Baltimore Bike Share is locally run by by Corp Logistics in Westport. The veteran-owned company works with a team of veterans, including formerly homeless veterans in partnership with The Baltimore Station. Corps Logistics is a subcontractor of Quebec’s Bewegen Technologies.

Urban Deli Relocating to the Former Wok & Roll in Federal Hill

Urban Deli, which opened at 1448 Light St. in 2016, is relocating four blocks north to 1025 Light St. in Federal Hill. Urban Deli’s new 1,000 sq. ft. space is at the former home of Wok & Roll, which closed in 2017. Urban Deli is currently closed until it reopens at its new location around March 1st.

Urban Deli owner Laura McCormack told SouthBMore.com that a larger space was needed for her growing catering business. The new location will have a dedicated kitchen for preparing food and catering orders. It will also have bar seating similar to the first location, a larger coffee bar with a broader selection of Zeke’s Coffee, and outdoor seating.

“It’s a bigger and brighter location with the same products,” said McCormack.

Urban Deli will continue its color scheme of gray, yellow, and ivory. The new space is currently under renovation.

Urban Deli sells THB Bagels; breakfast sandwiches, paninis and sandwiches on breads from Bakery de France; wraps; soups; salads; and baked goods. It also offers a large selection of drinks and Zeke’s coffee. Urban Deli won SouthBMore’s Best Sandwiches in 2016.

Urban Deli will continue to open every day for breakfast and lunch beginning at 7am, but will extend its hours to 8pm or 9pm to also offer dinner.

McCormack is hoping to serve a bigger lunch crowd at its new location in the heart of the Federal Hill business district, which is closer to offices in the areas and has more foot traffic. She also hopes to offer curbside service for orders that call ahead to tackle the parking difficulties in Federal Hill.

Urban Deli will continue to offer delivery through uberEats and GrubHub.

Most of the team at Urban Deli will be making the move to the new location.

“We’ve received a lot of community support, and that makes me feel really good,” said McCormack, “A few people in the community have asked if they could help us in the move in any way. I thought that was so cool and so endearing.”

McCormack is planning a grand opening to thank the customers who have supported Urban Deli during the transition.

Car Crashes into Building on Fort Avenue

A two-vehicle crash occurred today at approximately 1130am in Federal Hill/Riverside. The crash led to a car driving into a property at 200-202 E. Fort Ave.

There were no injuries and the crash did not involve a stolen car, according to the Baltimore Police Department. A Baltimore Housing building inspector has been called to inspect the property.

The first floor of 200 E. Fort Ave. was formerly a hardware store. The property was sold in November 2017.

Man Charged in 2016 Federal Hill Shooting Receives 20-Year Sentence

The following incident happened in front of the Pizza Boli’s on November 27, 2016 at 2am. A 24-year-old male was shot in the foot and a 23-year-old male suffered a graze wound.

Man Sentenced to 20 Years in Prison After Shooting Patrons As They Exited Neighborhood Bars, Assaulting BPD Officer

Southern District— Steven Perkins pled guilty to attempted first degree murder, four counts of first degree assault, one count of second degree assault, and being a felon illegally in possession of a regulated firearm. Perkins was sentenced to 50 years, suspend all but 20 years in prison. Assistant State’s Attorneys Christine Celeste and Matt Pillion of the Gun Violence Enforcement Division prosecuted the case.

In the early morning hours of November 27, 2016, shortly before 2:00 a.m., police officers responded to emergency calls reporting shots fired in the unit block of East Cross Street in Baltimore’s Federal Hill neighborhood.

Upon arrival, Baltimore Police officers discovered a male victim inside a restaurant suffering from a gunshot wound to his right foot. While the first responders were providing assistance, an additional shooting victim came forward—as well as a third victim who said he was the intended target of the shooting.

Meanwhile, Perkins was pursued by another responding officer, who told Perkins to stop but was ignored during a foot pursuit. The officer tackled Perkins, and a struggle ensued. Perkins began to fight with the officer and managed to get back to his feet. During the struggle, a Glock-19 9mm handgun fell from the waistband of Perkins’s pants.

Perkins then repeatedly punched the officer in the face until he became disoriented. Perkins used this opportunity to once again flee, but was soon apprehended and arrested by other officers who had arrived on scene.

Investigation later revealed that Perkins had been out with a group of men that night at one of the bars in the unit block of East Cross Street. At closing time, everyone exited the bars onto Cross Street, where Perkins and his friends exchanged words with another group of men who were also exiting a bar. Perkins tried to punch one of the men; and shortly thereafter, a large brawl broke out on the block as multiple men began fighting with each other. During the melee, Perkins pulled a gun out and threatened two people on the block. Perkins then saw the man he tried to punch earlier and began shooting at him repeatedly—missing the man he was trying to shoot, but recklessly shooting two bystanders in the process.

Once the area was secured, a Baltimore Police Department crime lab technician arrived to process the scene and recovered four 9mm ammunition shell casings along with one live round of 9mm ammunition. A 9mm bullet fragment was also recovered. When officers secured the 9mm Glock that fell from Perkins’s waistband, they found that its magazine still contained an additional eight rounds, which were loaded alternatively with hollow-point bullets and standard bullets. Hollow-point bullets expand upon impact with a target—causing more damage than standard bullets.

Investigators also recovered cell phone footage of the street fight that captured Perkins brandishing the firearm used in the attack.
Perkins is prohibited from possessing any firearms because of a 2014 possession with intent to distribute conviction in Anne Arundel County.

Regi’s American Bistro in Federal Hill Listed for Sale, Remains Open

Regi’s American Bistro at 1002 Light St. in Federal Hill is listing its business for sale for $600,000. This listing price does not include the building and has a $7,000 per month asking price for rent. Regi’s will remain open while the business is on the market.

Regi’s serves lunch and dinner every day with daily dishes and specials including soups, appetizers, sandwiches, entrees, and entree salads. Regi’s is open for brunch on Saturdays and Sundays. The restaurant has a bar; a seven-day beer, wine, and liquor license; two dining rooms; a kitchen; a covered outdoor patio; and an office and storage space.

Also on the market in Federal Hill is Stalking Horse and the former Boiler Room. Metropolitan, also in Federal Hill, recently closed and the former space will likely be offered for sale.

Owner Alan Morstein, who has owned Regi’s for 15 years, told SouthBMore.com it was time to move on to something else. Morstein, talking baseball, compared himself to an aging first baseman surrounded by young new players who keep hitting the field.

“Once you’ve hit your peak, it’s hard to keep the momentum going,” he said. “That’s what we face – there are so many new restaurants and pop-ups. Competition has increased and the number of people entering the city has decreased. We get great reviews, but volume is down. If we moved Regi’s to another location, it would be hot because of our menu and our reviews.”

“To be around for 15 years is a testimony to the spot, the neighborhood, and the restaurant,” he added.

Morstein raved about the support Regi’s gets from people in the neighborhood, but said that it’s hard to get people from outside the city to come in. “The parking is very difficult and there is a perceived lack of safety in the city. People from the city love the city, but people from the county can get antsy,” he said.

Morstein told SouthBMore.com that there has also been a steady decline in sales in the almost three years since the unrest. “The city has to build back people’s confidence and they’ll come back,” he added.

Morstein is still a big believer in the city and the location, and is excited about the 44-story tower 414 Light Street that is under construction just several blocks north of Regi’s and the potential new patrons it will bring. He said that Regi’s is an iconic restaurant and noted that the next owner should do very well.

Regi’s has been open since 1978 and Morstein is the third owner. Regi’s yearly sales are $1 million, according to the Business & Commercial Ventures’ listing. Morstein said it is not his call if the new owner wants to keep the name or change it.

He also noted that the two buildings that make up Regi’s, both of which he owns, could be available for the right price. The entire three-story space is 3,252 sq. ft.

The Regi’s listing went live last week and Morstein said there has already been interest. Showings to prospective buyers begin next week.

Morstein is not yet ready for retirement and said he still has “a lot of gas left in the tank.” “I want to do something on a smaller scale. I don’t want the long hours and the big responsibility of owning a restaurant of this magnitude,” he said.

Morstein will be looking at restaurant properties next week in North Baltimore neighborhoods. “It will have a limited menu extracting some of Regi’s most popular dishes, plus beer and wine. To do that in a smaller environment would be a lovely way to ride out.”

He also noted that he has four grandchildren, including three under the age of three, and looks forward to spending more time with them.

Morstein has spent many years in the restaurant industry, previously owning delis in Baltimore and Ocean City and later starting the Talking Turkey franchise that once had more than 28 locations.

For now, Morstein is still running Regi’s, and he and wife Sandy Morstein hope to see all of their friends at least one more time. “When guests come in, some hug me and pat me on the back,” he said. “I tell them not to be sorry for me. I’m happy about everything I did – this is a happy moment, not a somber one.”
