Southern District – Carjacking Investigation – On December 2, 2016, at approximately 10:15am, officers were called to the unit block of Pierside Drive for a report of a robbery. When officers arrived, they spoke with City Councilwoman Rochelle “Rikki” Spector who told them she had just been assaulted and robbed.
Just before 10:15am, Councilwoman Spector was walking to her car in a parking garage. Spector entered her car and was then approached by two unknown suspects. The suspects assaulted Spector and threw her to the ground. The suspects then drove away in her car.
Because the garage had a security controlled gate, the suspects were not able to exit the garage with the vehicle. Two employees working inside the garage saw the incident occur and detained one of the suspects until police arrived. The second suspect ran from the scene.
Councilwoman Spector was transported to an area hospital where she is currently being treated for her injuries.
The first suspect is a 15-year old male who was taken into custody at the scene. The second suspect is described as a black male, approximately 15-years of age, and wearing a dark jacket. He was last seen running towards Key Highway.
Detectives are continuing to investigate this incident. Anyone with information is asked to call Metro Crime Stoppers at 1-866-7Lockup.
Update (12/4):
Second Suspect Arrested for Council Woman’s Attack
On December 4, 2016 at approximately 1:30 a.m., a second suspect was arrested in the case where Councilwoman Rochelle “Rikki” Spector was attacked during an attempted robbery.
A 13 year-old male was taken into custody at a family member’s home and has been charged with attempted robbery and 1st and 2nd degree assault. This suspect has been charged as a juvenile.
Previously on the morning of the incident, a 15 year-old male was arrested at the scene.

“I am doing well and very grateful to the Baltimore City Police and Emergency Personnel members James and Brian as well as the good Samaritans working in the garage who heard my pleas for help and detained one of the suspects until an officer arrived.”
