Vegan Shop ‘Cloudy Donuts’ Coming to Federal Hill

Vegan shop Cloudy Donuts will open this fall at 1049 S. Charles St. in Federal Hill. The retail space was mostly recently a CBD shop.

Cloudy Donuts is owned by Home Maid Owner Derrick Faulcon and has another location in Hamilton-Lauraville. Faulcon started Cloudy Donuts in January 2020 after buying the business Donut Alliance. He opened Home Maid, which is not a vegan restaurant, in Federal Hill in 2016 and has been selling the donuts at the restaurant.

“We have Home Maid in Federal Hill, so it only made sense to bring our donut shop there as well,” said Zewiditu Ruffin, partnerships director of Cloudy Donuts.

Ruffin also said that Faulcon, who is African American, believes it’s important to open Black-owned businesses in affluent neighborhoods. She noted this creates exposure to African American culture, as well as brings African American clientele to these communities.

Cloudy Donuts is also planning a location in Fells Point and Brooklyn Heights, NY, and will be launching a food truck.

Faulcon, who owns the mixed-use building at 1049 S. Charles St., is currently working on setting up the donut shop in the first-floor retail space. The donuts will be made at the company’s kitchen in Hamilton-Lauraville and brought down to Federal Hill.

The donuts do not include any dairy or by-products. Ruffin said dairy is replaced in the dough with apple sauce, noting the name Cloudy was chosen because the donuts are “light and airy like a cloud.”

Cloudy Donuts sells 40 different flavors of donuts. Popular options include Cookies n Cream, Raspberry Rosé, and Snoop Doggy Donuts for dogs.

Ruffin said the majority of Cloudy Donuts’ customers are not vegans, but that the donuts provide a great option for vegans and people with dairy allergies.

Cloudy Donuts will just sell donuts and be carry-out only. It will be open Saturdays and Sunday from 10am to 3pm.

Ono Poké Closes at Cross Street Market

Ono Poké announced last week it has closed its stall at Cross Street Market. From an Instagram post:

Ono Poké opened in June 2019 and was the first to occupy its stall in the newly-renovated Cross Street Market. Last week it posted a picture of The Punisher actor Jon Bernthal visiting the stall.

Ono Poké and Royal Farms are the two stalls that have closed at the market since the pandemic started.

CANAdev, the leasing team at Cross Street Market, told SouthBMore.com work is underway on a new stall at the market, and an announcement will be made soon. Atlas Fish Market and Watershed opened at Cross Street Market last month.

The market currently has more than 20 vendors and several vacancies.

Neighborhood Patrol Launched in Federal Hill

A group of residents in Federal Hill have started Federal Hill Neighborhood Patrol (FHNP), which hires private security to oversee a section of the neighborhood. The program, which is currently in a pilot phase, began on May 14th and could end in August if more funds are not raised.

FHNP has a four-person board with Ian Neuman as president, Amy Stern as vice president, Darren Anderson as treasurer, and Andrew Kittell as secretary. To date, 60 people have contributed to the patrol and it has raised $18,000.

FHNP hired Wolf Professional Security to patrol the neighborhood. An unarmed security officer – in a marked car with flashing lights – patrols the neighborhood from Light St. to the west, Covington St. to the east, Key Hwy. to the north and Cross St. to the south. This is only a portion of the Federal Hill neighborhood and a small portion of the Federal Hill Business District.

The security officer patrols the neighborhood and intervenes in certain situations, and will call the police if necessary. The security officer can also flash lights to disperse crowds and break up disturbances. Anderson said he encourages all the neighbors to wave the officer down and meet him.

FHNP is not affiliated with the Federal Hill Neighborhood Association (FHNA). FHNA neither opposes nor supports the effort. FHNA President Beth Whitmer told SouthBMore.com the Association has remained uninvolved due to the fact that it only covers a third of the neighborhood and there are varying thoughts about it in the community. She also said FHNA is concerned about potential liability.

On the FHNP website, Neuman said: “When an assault and carjacking happened on our street on September 16, 2020, right on the heels of a shooting and murder in Federal Hill Park on September 13, my wife and I and several neighbors decided to investigate what could be done.”

He added: “We found out that there is currently a private security company that provides nightly patrols on a limited basis in Otterbein; the Guilford neighborhood has been doing a more extensive nightly security patrol since 1992, and the Waterfront Coalition uses private security to patrol parts of Fells Point. We held discussions with each of these groups, and each of them reported both a subjective sense of improvement in crime in the patrolled areas and objective data to that effect.”

He also said: “In my forty-two years living in Baltimore City and Federal Hill, I cannot remember a time when crime was more of a problem, nor when the Police Department and Baltimore leadership have had fewer resources and less manpower to assist in addressing it.”

He noted an increase in assaults and carjackings.

“I’ve lived here 20 years, and it’s not the same as it used to be,” Anderson told SouthBMore.com.

A large problem noted by FHNP and FHNA is the dirt bikes and late night partying that has taken place many nights at Federal Hill Park.
“Most of us live near Federal Hill Park, we like the activity, but this isn’t an entertainment district,” said Anderson.

Whitmer said the activity at the park, including dirt bikes riding through the park and up and down its hills, is the biggest problem for FHNA at this time. She also noted drag racing that takes place on Warren St. and cars driving fast the wrong way down one-way streets. Anderson noted that many cars have been double parking in the middle of the street while playing loud music.

Whitmer said FHNA is hoping to get speed bumps installed on Warren St., improved lighting around the park, and additional cameras.

“There are a few positive things going on, but it will take more than that,” said Whitmer.

“Dirt bikes are a challenge because they are so mobile,” said Anderson, noting the security officer can ask the riders to move along if they are just sitting on their bikes.

Anderson said he feels there are less disturbances since the patrol began. He shared some highlights with SouthBMore.com and on social media of the daily reports which show yelling matches that have been broken up by the security officer and a situation where the officer helped a female who had fallen down and was having trouble breathing by calling for an ambulance.

Anderson told SouthBMore.com FHNP was started when a group of neighbors got together last year and started an online survey about the crime issues in the neighborhood and the interest in private security. He said they had many positive responses, kept the effort going, and eventually raised the funds for the pilot program.

Anderson said FHNP’s patrols cost about $6,000 a month, and the pilot program has the funding needed for three months. He said donations are continuing to come in, but the group is starting more aggressive fundraising. Residents can donate through links at FHNP’s website or by contacting the organization to drop off checks.

“This is a pilot program because we only have so much money. If people see the value in this, we will need more contributions to keep it going,” said Anderson.

Free ‘Waterfront Wellness’ Outdoor Fitness Lineup at the Inner Harbor Announced

Waterfront Partnership of Baltimore and Medifast, presenters of Waterfront Wellness, a free outdoor fitness series, announced the 2021 season today to begin on Saturday, June 5 and run through the end of September. In a first for the series, Waterfront Wellness will host classes at Harbor Point Central Plaza in addition to West Shore Park.

“We’ve been hearing from past class-goers and residents, and they are eager for classes to begin,” said Laurie Schwartz, president of Waterfront Partnership. “We are thrilled to be able to offer studio quality classes at no cost to the community especially at a time when outdoor fitness is in demand due to the pandemic.”

Classes will take place every Saturday and Sunday morning at West Shore Park in Baltimore’s Inner Harbor, and every Monday, Tuesday, Wednesday, and Thursday evening at Harbor Point Central Plaza as follows:

Waterfront Partnership Seeks an Operator for Rash Field Café

Waterfront Partnership of Baltimore, Baltimore Development Corporation, and Baltimore City Department of Recreation and Parks today issued a request for qualifications (RFQ) from restaurateurs and food purveyors to operate the waterfront café at Rash Field Park, which is currently under construction at the Inner Harbor.

The waterfront café will be approximately 1,200 sq. ft. with about 70 ft. of storefront opening to a shaded pedestrian plaza. There will be an opportunity for outdoor seating.

The RFQ says the café will be delivered as a “warm, lit shell” and the café operator will be responsible for all improvements required to accommodate their proposed use. Restrooms will also be provided with a separate entrance.

The full RFQ can be found online at www.waterfrontpartnership.org and responses are due no later than 12pm on June 18, 2021.

After review of the responses, Waterfront Partnership, Baltimore Development Corporation, and Baltimore City Department of Recreation and Parks will invite select respondents to submit a specific proposal through a subsequent request for proposals (RFP).

The selected respondent may apply for a liquor license for this location in partnership with Waterfront Partnership. If approved by the Board of Liquor License Commissioners for Baltimore City, the operator may serve beer, wine, and liquor from Monday through Sunday until 11 pm.

“This is a really exciting time as we take the next step in the development of Rash Field Park,” said Laurie Schwartz, president of Waterfront Partnership, in a press release. “We’re seeking those with experience in restaurant operations, preferably in the greater Baltimore area, and an interest in being part of the reimagination of Rash Field into a world-class urban waterfront park for people of all ages, but especially families. With more than 14 million visitors a year coming to the Inner Harbor, the café offers an incredible opportunity.”

“Baltimore is home to many talented restaurateurs and food purveyors. We are hoping to see some of them respond to this RFQ, and, in particular, we hope to see responses from Baltimore City Woman and Minority-Owned firms and non-profit social enterprises,” added Schwartz.

The $16.8-million Phase 1 of the Rash Field redevelopment began construction last year and its expected to open later this year. Phase I will renovate the western section of the 7.5-acre park. This phase will add a redeveloped pavilion with the café and outdoor patio, an overlook with a partially green roof, bathrooms, a shade structure, and amphitheater seating; a skate park called Jake’s Skate Park; a children’s nature park; a children’s kinetic playground; and new plants and landscaping. These new features replaced a small parking lot (not the one designated for the Maryland Science Center), a green space, a brick patio with a sandbox, and the western edge of the concrete bleachers.

Whiting-Turner serves as the construction manager and general contractor, and Mahan Rykiel Associates leads the design team.

Planning and fundraising is currently underway for Phase II.
