New Playground Piece Inspired by a 19th Century B&O Train is Coming to Federal Hill Park

South Harbor Renaissance (SHR) is in the midst of a final fundraising push to raise money for a piece to complete the historic-themed playground at Federal Hill Park. The “Campaign for the Train” will fund a custom-designed toddler playground installation inspired by a 19th Century train from the B&O Railroad.

SHR is a non-profit started by a group of Federal Hill neighbors in 2011 to spearhead improvements to Federal Hill Park. More than $700,000 in donations and grants have led to a new flag staff plaza, the restoration of the monuments of War of 1812 heroes General Samuel Smith and Colonel George Armistead, improved maintenance in the park, new benches, new trash cans, and a historic-themed playground.

The new playground, which replaced an existing one, was done in 2014. It honors local history with pieces replicating the Signal Hill Tower, Fort Federal Hill, the B&O Roundhouse Clerestory and Lantern, and the Federalist Ship.

Campaign for the Train is looking to raise $60,000 for foundation work and the newest playground piece that will replicate a B&O engine and dining car. The green and gray piece features a slide and areas for toddlers to climb and sit. The train will go on the southern portion of the playground. There are currently train tracks embedded in the rubber surface to show its future location.

The train has been designed and will be built by Playground Specialists.

SHR has more than $42,000 in commitments to date. This includes a $20,000 in funding from the South Baltimore Gateway Partnership (SGBP) which manages Local Impact Grants for South Baltimore from Horseshoe Casino Baltimore, Maryland Live, and MGM National Harbor. SGBP has also taken over the funding of landscaping and maintenance in Federal Hill Park done by Waterfront Partnership of Baltimore.

SHR is hoping to have the train installed next spring and host a dedication on Flag Day on June 14th.

The SHR Leadership Team has 13 members, Campaign for the Train is being led by Co-Chairs Anne Apgar, Sandy Apgar, Tara Kirk Sell, Katie Landry, and Jon Wood.

SHR’s ideas for future projects for Federal Hill Park include a picnic table area and patio next to the Shed. SHR is interested in adding bathrooms for the public to the Shed, if they can be supervised

Phase One of Rash Field Redevelopment Expected to Begin Next Fall

Waterfront Partnership of Baltimore (WPOB) is looking to begin its redevelopment of Rash Field at the Inner Harbor next fall, but the project will now be split up into two phases. The entire project is expected to cost $20 million t0 $22 million and, without the money raised to fund the entire project, WPOB is focusing on the western side of the park which includes the pavilion and several parcels to the west.

On the western side of the park will be a redeveloped pavilion with a café, outdoor patio, overlook, bathrooms, shade structure, and amphitheater seating; a skate park called Jake’s Skate Park; a children’s nature park; a children’s playground; and new plants and landscaping. These new features will replace a small parking lot (not the one designated for the Maryland Science Center), a green space, a brick patio with a sandbox, and the western edge of the concrete bleachers.

The eastern section of the park was built as a stadium for Southern High School (now Digital Harbor High School) athletics in 1975, but Southern began using different fields several years later. The concrete track and cement bleachers remain, and the former grass field has been the home to Baltimore Beach Volleyball for the last 19 years. It also serves as a memorial for the Pride of Baltimore and as an open green space that was once the home of a trapeze school.

In Phase Two, this section will become a reorganized seven-court volleyball area adjacent to the pavilion and café, a large lawn that will be used for youth sports and events, a game lawn, a shade lawn, and a myriad of sloped paths that will replace the bleachers and transition the change in grade from Key Hwy. to the ground level of the park. Plans for Phase Two will continue to develop. WPOB has not set a timeline for this second phase and is hoping progress on the first phase will boost fundraising for the project.

In Phase One, WPOB has moved from schematic development into design development and will soon move into construction drawings. The café in the pavilion will have two glass sides looking out onto the Inner Harbor and the volleyball courts. It will have a large outdoor patio that is partially covered by a metal shade structure on the pavilion.

The café will be “an amenity to the park first and foremost,” according to WPOB President Laurie Schwartz. The interior will have room for about 20 to 30 tables. Schwartz said it will not be a full-service restaurant or kitchen, but likely serve quicker items like paninis. WPOB has not yet decided if it will pursue a liquor license.

WPOB has already received requests for meetings to take place at the cafe.

On the west side of the pavilion, a shade structure will cover amphitheater-style seating that will face the children’s play areas. Schwartz said this is so parents can watch their kids in the shade.

The design is still in the works for the nature park and playground, but Schwartz said that it will not include traditional playground equipment, rather custom-designed structures that fit the park.

WPOB is working with the local skateboarding community on the design for Jake’s Skatepark. Jake’s Skatepark is named in memory of Jake Owen, a South Baltimore resident, avid skater, and sports lover, who was killed in 2011 when he was five years old by a cell phone-distracted driver.

Following Jake’s passing, his parents, Spike Owen and Susan Yum, worked with local government officials to pass Jake’s Law which makes crashes caused by cell phone-distracted driving resulting in a serious injury or death punishable with up to one year of jail time and up to a $5,000 fine. In 2014, Jake’s Law passed with overwhelming community support.

Several fundraisers have taken place to raise funds and awareness for Jake’s Skatepark.

WPOB is working with Mahan Rykeil on the park design, Gensler on the pavilion design, and Grindline on the skatepark design.

WPOB has $10.5 million in capital fund from Baltimore City (although at this time the funds would be released in phases) and $2 million from the State of Maryland. WPOB has said that private fundraising is going well, but it is not ready to release any numbers at this time. Schwartz said the new design is more conducive to sponsorship opportunities within the park.

Ideas for the redevelopment of Rash Field first began to arise in the early 2000s and this plan began to move forward in early-2016. WPOB is looking forward to finally making the redevelopment a reality.

“We are very excited, it’s taken us a long time,” said Schwartz. “We look forward to starting construction.”

Nick’s Inner Harbor Seafood to Close at Cross Street Market

After more than 45 years at Cross Street Market, Nick’s Inner Harbor Seafood is closing. A Baltimore City Circuit judge ruled on Friday that Nick’s is no longer operating under a valid lease. While its last day of operation will be January 7th, Nick’s and Cross Street Market developer and operator Caves Valley Partners (CVP) reached a settlement today that gives Nick’s an extra four days to move its equipment from the market.

Nick’s had a five-year option on its lease which ran from 2013 until May 31, 2018. Nick’s was eligible for a final five-year option from 2018 to 2023 but did not properly execute this extension in writing, according to the Circuit Court Chief Judge Wanda Keys Heard. Nick’s and its attorney Peter Prevas argued that they verbally agreed to the extension and that the five-year extension from 2013 to 2018 was also for 2018 to 2023.

Judge Heard said in her written decision that “the lease is clear and precise and consistent with Maryland law in many respects. It does not lend itself to the misrepresentation and odd interference argued by the Defendant.”

Nick’s lease began with the Baltimore Public Market Corporation (BPMC), but the building was taken over by CVP in January 2017. CVP said that they met with Nick’s multiple times after the lease expired, and said that a five-year extension needed to involve a plan to upgrade Nick’s space to the standards of the rest of the market. There is a clause in the lease that with any renewal, the landlord can require the tenant to make improvements that are commensurate with the rest of the market.

Prevas said a plan for this never came into play, and that Nick’s was under the impression they were under a valid lease.

The rest of the 31,800 sq. ft. Cross Street Market is currently closed and under construction as it undergoes a renovation by CVP.

When Nick’s became a holdover tenant after May 31st, CVP raised Nick’s rent from $9,439.17/month to $18,878.34/month as part of a month-to-month lease. Nick’s continued to pay the rental amount of $9,439.17/month. Judge Heard ruled CVP was also owed the increased rent amount since June 1st. As part of the CVP and Nick’s settlement today, Nick’s will not owe the increased rental amount dating from June 1st to January 11th.

CVP attempted to terminate Nick’s lease in January 2017 over health code violations, but the issues were resolved in the following months.

Today, SouthBMore.com spoke with Nick’s co-owner Kwang Lee, who said he was very relieved a settlement was reached over the rental amount and that he could continue to stay open for a little bit longer, but that he was disappointed that his business would be closing. “I didn’t expect this,” he said.

Lee noted there was some confusion and that some deadlines were missed while trying to extend the lease.

Lee has not yet figured out what is next for his business. He owns a seven-day beer/wine license and all the equipment at Nick’s which includes kitchen equipment, walk-in coolers, refrigerators, keg boxes, televisions, and nautical-themed decorations and pictures. He’s not yet sure where all the stuff will go after January 11th.

Lee said he is still paying a business loan from when he and co-owner Jae “Sunshine” Lee purchased the business more than 10 years ago.

When asked if he’d try to relocate his business, Kwang said he was not sure and that he has not looked at any additional spaces in the neighborhood as his first focus was to stay at Cross Street Market. He said if he does open a new location, he wants it to be a little bit smaller and more manageable.

Nick’s has 20 employees, including bartender Kimberly Travers who has worked at Nick’s for 21 years. She said her and fellow longtime bartender Lisa Purisima would absolutely be on board for a new location.

Regarding the closure, Travers said it “really sucks” but that she is proud of how Lee fought to keep his business. She also noted that business has slowed in recent months due to confusion if Nick’s was still open, construction noise, and a construction wall right next to Nick’s which prevented foot traffic.

CVP is currently undertaking an $8-million renovation of Cross Street Market. The first phase, which will start at the Light Street entrance of the block-long market that runs from Light St. to S. Charles St., is expected to open in January. The rest of the project, excluding Nick’s 3,800+ sq. ft. space at the S. Charles St. entrance, is expected to be completed next year.

CVP partner Arsh Mirmiran said a renovation to the Nick’s space would begin soon after it is vacant. He noted he has been approached by multiple interested restaurant groups that knew the space was in litigation and could become available. Mirmiran said CVP will soon advertise the space in search of a new tenant.

BPMC still owns Cross Street Market and is funding $2 million of the $8 million redevelopment cost. The initial term of the agreement is for 15 years with seven renewal periods of five years each for a potential total term of 50 years. Under the management agreement, CVP is entitled to generate revenue from the operation of the market. Allocated revenue will fund the following: $10,000 per month ($120,000 per year) to BPMC as a Priority Payment; monthly payment to CVP’s lender; an annual amount equal to 8% of CVP’s equity contribution; and 50/50 profit-sharing between BPMC and CVP.
