Baltimore lawmakers endorse Cross Street Market liquor license plan

Baltimore's representatives in Annapolis endorsed a plan Friday to mount a last-minute push to create a special new liquor license for Cross Street Market in Federal Hill, part of a deal to renovate the 170-year-old venue.

Light City Baltimore Begins Today – Here’s How to Participate

Festivities get underway today for the second Light City Baltimore from The Baltimore Office of Promotion & The Arts, Inc. (BOPA). Last year the festival attracted more than 400,000 people according to estimates. The Festival runs for nine days until April 8th.

Light City features the BGE Light Walk around the Inner Harbor with more than 50 attractions including illuminated sculptures, projections, interactive technologies, performances, concerts, food vendors and a children’s area. The light installations are created by artists from around the world. An LED Ferris Wheel has also been installed near the Maryland Science Center.

There will also be light installations in Coldstream Homestead Montebello, Greater Mondawmin, Hamiltion-Lauraville, Hampden, Little Italy, Sandtown-Winchester, Station North, and Waverly. Federal Hill will feature light lanterns in businesses created area kids.

Nightly concerts include performances from Biz Markie, Super City, Dity Dozen Brass Band, DJ Harvey Dent, and Ama Chandra.

Labs@Light City offers six innovation conferences at IMET Columbus Center in the Inner Harbor.

The HealthLab on Monday will “explore emerging technologies and innovative practices that have the potential to affect the quality of life and health outcomes for all people, here and around the globe.”

The GreenLab on Tuesday is described as “how we think about energy, ecology and economics while providing a glimpse into innovations that provide a more sustainable path to the future.” Reese Ashe of South Baltimore’s Reflex Functional Fitness will lead a stretch during the event.

Wednesday’s EduLab will “rethink learning. Join future-focused education innovators for a dialogue on the central role of education in our society.” Speakers include Greg Cangialosi of Federal Hill’s Betamore, Jason Hardebeck of Port Covington’s The Foundery, and Todd Marks of Locust Points MindGrub.

SocialLab on Thursday will “gather with social entrepreneurs, activists, thinkers, and writers to explore, together, how we can build a more equitable and responsible society.” SocialLab will also have a Baltimore Ravens Innovation Challenge. The winner gets a Ravens sponsorship package valued at approximately $200,000.

On Friday DesignLab  “features some of the most inventive designers, makers, artists, entrepreneurs, storytellers and thinkers convening to explore how emerging creative practices shape our world and create change.” Guests include Jason Bass of Port Covington’s Treason Toting Co., and Andrew Coy of Federal Hill’s Digital Harbor Foundation.

At Saturday’s FoodLab “acclaimed culinary thinkers and chefs explore the world of food – how it’s grown, accessed, eaten and innovated. And how our attitudes toward what we eat may change the trajectory of society.” Lunch will be served by Woodberry Kitchen. Speakers include Evan Lutz of Port Covington’s Hungry Harvest.

Local food will be sold at Light City Federal Hill’s The Local Fry and Berries by Quicha, as well as BricknFire Pizza Co., Ekiben, Ejji Ramen, Dooby’s and more, with beverages from local craft brewers and Sagamore Spirit.

Nine Tenants Announced for Redeveloped Cross Street Market

Caves Valley Partners (CVP) has started to announce both new and returning merchants for Cross Street Market on CrossStMarket.com, CVP’s website for the redevelopment project. CVP took over the 31,800 sq. ft. market in Federal Hill from Baltimore Public Market Corporation (BPMC) in January. Cana Development is handling leasing for CVP as the team continues conversations with new and existing merchants.

All the existing merchants, with the exception of Nick’s Inner Harbor Seafood, had their leases extended through Labor Day as CVP works through planning and predevelopment for the project. The merchants were previously on month-to-month leases with BPMC. Several merchants have signed on for an additional two years after the redevelopment begins. These tenants include Steve’s Lunch, Fenwick Choice Meats, Kwon’s Fresh Produce, and The Pretzel Twist.

Sections of the market will remain open during the renovation and final locations for these businesses have not been determined.

Nick’s Inner Harbor Seafood is the only merchant with a long-term lease at the market. Nick’s has 15 months left on its lease with a five-year extension option.

The Maryland General Assembly District 46 Representatives have secured $200,000 in capital funding from the State for existing merchants to improve their retail spaces in the redeveloped market.

In a post on CrossStMarket.com, CVP said, “The redevelopment team will work with all merchants, including Nick’s, to improve and upgrade the conditions of their stalls and the Market as a whole.”

CVP has also announced several new merchants for the redeveloped market. This includes Annapolis-based Ceremony Coffee Roasters, which also has a location in Mount Vernon and which will be opening a location in Harbor Point. The market will not have a Starbucks, which was once discussed as a possibility.

Smoke BBQ, a winner of Baltimore Magazine’s Best BBQ with its first location in Hunt Valley, will open a stall at the market. Smoke BBQ is owned and operated by two former South Baltimore residents, Josh White and Keith Thompson.

Sarah Simington, who owns Federal Hill’s Blue Moon Too, will open a stall selling quirky home goods store, according to CVP.

DC-based Cucina Al Volo, which started at Union Market in Washington, DC, is opening a stall at Cross Street Market that will sell pastas with locally-sourced ingredients. It will sell prepared pasta dishes for dine-in or carryout, as well as uncooked items for home preparation.

CVP also provided the following update in a post on CrossStMarket.com: “We will continue to round out our roster of existing and new market tenants to create the ultimate Baltimore fresh food shopping and dining experience. We anticipate adding multiple unique Asian concepts, the fresh bakery that SoBo residents have wanted for years, a local doughnut concept, and multiple other must-have market tenants. Stay tuned for more good news in the weeks and months ahead.”

A public hearing will be held this Friday for a market-wide liquor license for the Cross Street Market.

Waterfront Partnership Announces Free Waterfront Wellness Fitness Classes at Inner Harbor

The Waterfront Partnership of Baltimore and Medifast, Inc. are teaming up once again for the annual Waterfront Wellness series. Returning May 27, 2017, the series offers free fitness classes four days a week along the waterfront throughout the spring and summer seasons.

“The Waterfront Wellness series is one of our most popular initiatives,” said Laurie Schwartz, president of Waterfront Partnership. “It continues to grow in popularity as more and more people seek unique and affordable health and wellness opportunities.”

Waterfront Wellness classes will take place every Saturday and Sunday at West Shore Park, every Wednesday at Pierce’s Park, and newly added Thursday classes at Harbor Point through September 17. Confirmed classes include:

State Delegation Announces New Liquor License Proposal and Merchant Capital for Cross Street Market

A previous liquor license proposal from the Maryland General Assembly District 46 Representatives was a key reason Caves Valley Partners (CVP) announced it was walking away from the redevelopment of the Cross Street Market last month. Today, the District 46 team issued new proposal which CVP supports.

On March 7th, Arsh Mirmiran of CVP told SouthBMore.com that he and his team would be moving forward with a new redevelopment plan which Mirmiran believes will address many of the concerns in the community. But, in order to move forward, Mirmiran said CVP needed a liquor license proposal that it feels is in line with Mount Vernon Marketplace and Belvedere Square Market.

The previous proposal from the District 46 team required a $50,000 per year fee for the liquor license unless CVP could obtain and extinguish an existing liquor license in Federal Hill. This fee was reduced to $20,000 per year if CVP obtained and extinguished one Federal Hill liquor license and $10,000 if CVP obtained and extinguished two Federal Hill liquor licenses. Mirmiran told SouthBMore.com last month that these “fees speak for themselves” and that this is “the deal the representatives felt the community wanted.”

The previous proposal also stated no liquor sales for the first two years, which CVP wasn’t willing to agree to.

The District 46 team heard from “from nearly 1,000 members of the immediate area” and had conversations with CVP since it announced it was walking away from the project. The District 46 team discussed this in a portion of its letter to the community today about the Cross Street Market:

We have engaged in hundreds of conversations over the last several months and we will continue to have conversations over the last three weeks of the legislative session on this important issue. There is consensus that the Market should be renovated, but differences of opinion over the specifics.

Last month the Delegation proposed draft legislation creating a new public market liquor license at Cross Street Market.  That draft legislation attempted to incorporate the overwhelming feedback received from the community at that time as well as the needs of the operator.  We told all stakeholders that we were open to amendments but the operator, Caves Valley Partners (CVP), decided – at that time – to withdraw. As we said then, and as we continue to believe, CVP was proposing a bold vision that could have enhanced the surrounding communities and benefited the current merchants, but that vision was not universally shared. From the outset, we hoped that the operator, community members, and current merchants could reach a place of compromise that would ease community concerns and provide a pathway toward a renovated and revitalized Cross Street Market.

After it announced its withdrawal, CVP reached out to the Delegation.  We had a candid conversation with CVP related to the legitimate concerns of merchants and families from whom we had heard, as well as our concern about the apparent lack of public support for the project, and the tone they had taken with some of our constituents.

Although prior to CVP’s withdrawal we had heard from very few supporters of the project, immediately following CVP’s withdrawal we began to hear from hundreds of residents who support the renovation. They expressed their concerns that renovations would be further postponed, and the opportunities for commercial revitalization limited.

From our conversations with CVP, we understand that the last thing they want is to create a Market with a party atmosphere.

CVP has a new plan and we have heard from nearly 1,000 members of the immediate area that support the concept. We have developed a two-pronged approach to support the merchants and to ensure a liquor license with appropriate guardrails is passed.

The liquor license proposal:

  1. Amendments – We have drafted a new amendment to the 46th District Alcoholic Beverages Act of 2017 (HB 1348/SB 1035) that creates a market license for Cross Street Market. The amendment adding a Market license to SB 1035 can be viewed here.  Taking feedback from both CVP and hundreds of community members, here are the key terms of the amendment that we have drafted that attempt to balance the many stakeholder interests related to this project:
  • Nick’s Seafood has been carved out of the proposed liquor license.  They will retain their license under the proposed legislation.  The sales at Nick’s will not count towards the larger food percentage described below.
  • Sixty-five percent (65%) of the sales from the remainder of the market must be from items other than alcoholic beverages.  We added language to our previous proposal that explicitly excludes food served outside the market from the food percentage to address concerns about off-site catering.
  • The amendment clarifies the language banning pub crawls to explicitly state that individual vendors inside the Market could not participate in pub crawls involving other license holders either inside or outside of the market.  This language will prevent pub crawls inside the Market.
  • The amendment limits the floor space of the portion of the market where alcohol may be served to 20% of the leasable tenant area.  Again, the “leasable area” includes the area in the market minus the area covered by Nick’s and does not include common areas and walkways.
  • The amendment limits the size of any stall that serves alcohol to a maximum of 1,000 square feet.
  • The amendment allows for the serving of alcoholic beverages other than beer and wine, so long as that liquor is served in mixed drinks and sold for no less than $5 per drink.
  • The hours when alcohol could be served at the Market would be from 11:30 a.m. to 10 p.m. Monday to Thursday; from 11:30 a.m. to 11:30 p.m. on Friday, from 9 a.m. to 11:30 p.m. on Saturdays, and from 9 a.m. to 9 p.m. on Sundays.
  • Similar to the recently-approved market license for Mount Vernon Marketplace, the annual fee on the Market will be $6,500. If CVP is willing to spend the money necessary to purchase another entity’s liquor license in the same precinct and then extinguishes it, the fee will go down to $2,500 a year.
  • Finally, we incorporated a new provision that requires the Baltimore City Liquor Board to develop tailored regulations specific to the operations of this unique public market license. Issues related to the following activities will be governed by regulation, which allows for greater accountability at the local level: (1) conduct of vendors, (2) conduct of license holders within the facility, (3) the operation of private events closed to the public, and (4) the maintenance of a common seating area.

“We are hopeful that the reasonable market license proposed by the Delegation after considerable thought will be supported by the surrounding neighborhoods,” Mirmiran told SouthBMore.com today. “We look forward to finally bringing South Baltimore and the merchants the market they deserve.”

A hearing on this amendment will be held in front of the Baltimore City Delegation at 9am on Friday, March 31st. Mirmiran told SouthBMore.com the liquor license situation must be resolved this year in order for CVP to move forward. The Maryland General Assembly 2017 Session ends on April 10th.

Just receiving this information, several area neighborhood associations are planning special meetings to vote on whether to support this legislation.

The District 46 team has also allocated $200,000 in funding to support the existing merchants. From the letter:

  1. Bond Bill to Support Merchants – We introduced a bond bill (SB 1186) to ask the State to provide $250,000 in capital funds to help support the merchants throughout the renovation. Given the limited amount of capital dollars available, we did not expect to receive the entire amount requested. This week, we learned that we were able to secure $200,000 in local project capital facility funding for the Baltimore Public Markets Corporation to help existing tenants improve their retail spaces. This money is currently allocated in the Senate’s version of the state capital budget, and we will fight to ensure that this tenant improvement funding is included in the final budget we pass this year.

Cross Street Market Merchants’ Leases Extended Until Labor Day

As it works through the details and pre-development planning of its Cross Street Market redevelopment, Caves Valley Partners (CVP) has extended the leases of all the existing merchants, besides Nick’s Inner Harbor Seafood, until Labor Day. Nick’s has six and a half years remaining on its lease, and the rest of the merchants were previously on month-to-month leases.

In February, CVP announced it was pulling out of an agreement with the Baltimore Public Markets Corporation (BPMC) to complete a $6.5 million redevelopment of the 31,800 sq. ft. Federal Hill market. However, Arsh Mirmiran of CVP told SouthBMore.com on March 7th that he and his team would be moving forward with a new modified plan which Mirmiran believes will address many of the concerns of the existing merchants and the community.

CVP’s new plan, according to Mirmiran, includes starting fresh with Nick’s Inner Harbor Seafood, which was involved in a “legal matter” with CVP regarding its lease, and working with the existing merchants by keeping portions of the market open during construction and developing strategies to keep new rents and costs down for these businesses.

CVP was going to shut down the entire market during the renovation so it could completely dig up the floor, update the plumbing, and change the layout. Now, CVP is aiming to keep the layout mostly the same with the aisle remaining down the middle of the market, as opposed to on the south side of the market as it was proposed in the previous plan. This will allow tenants to remain open during the renovation, but Mirmiran noted most tenants would have to relocate within the market before completion.

The new plan will cost less than the original plan, but CVP is still working with its engineers and architect Brown Craig Tuner to determine the new cost.

As pre-development and planning takes place, CVP extended the leases of the existing tenants to “give them some breathing room” according to Mirmiran. He noted that construction won’t necessarily start right at Labor Day, but that it definitely won’t start before that date.

SouthBMore.com recently visited Cross Street Market to speak with some of the merchants to get their feelings on the recent changes and their thoughts moving forward.

As construction was initially expected to begin in May with the first redevelopment plan, Cheese Galore & More Owner Sharon Johnson told SouthBMore.com that she is happy to know she doesn’t have to vacate in 38 days. She also said she is feeling better about the new plan, “I’m more optimistic. I think I will be able to afford it, which wasn’t the case with the last plan.”

Merchants and CVP have not yet negotiated new long-term leases, but did meet last week.

Johnson also noted that she will have to negotiate which products she can sell at the new Cross Street Market.

Anna Epsilantis of Big Jim’s Deli told SouthBMore.com that she has doesn’t have any opinions on the new plan because she hasn’t seen any details yet. However, she does feel the changes in the plan are a result of the efforts of the merchants. “Obviously our concerns were heard and we appreciate everyone who showed up to our rally last month,” she said.

Big Jim’s Deli has a 7-day Beer/Wine license and CVP is currently seeking a market-wide liquor license. Epsilantis told SouthBMore.com that she is not sure at this point how her license will be impacted.

John Nichols of Steve’s Lunch told SouthBMore.com he is happy about the six-month lease extension.

Kimberly Travers of Nick’s told SouthBMore.com they are just in a “wait and see” mode with the new plan.

Photo Tour of the New Sagamore Pendry Hotel in Fells Point

Today, Sagamore Development and The Pendry held a ribbon-cutting ceremony for the Sagamore Pendry Hotel at the former Fells Point Recreation Pier. The pier, which dates back to 1914, was once used as an immigration pier as well as the set of Homicide: Life on the Street. The new 128-room hotel sits mostly on top of the Inner Harbor and features the Rec Pier Chophouse and Cannon Room whiskey bar, a ballroom, an outdoor courtyard, and a pool facing the Inner Harbor.

The $60 million hotel was redeveloped by Sagamore Development and constructed by Whiting Turner. The interior design was completed by Federal Hill’s Patrick Sutton, and the food and beverage operations are run by Chef Andrew Carmellini’s NoHo Hospitality Group.

The Pendry has one other hotel in San Diego, and six Montage Hotels located in Beverly Hills, California; Laguna Beach, California; Kapalua Bay, Hawaii; Park City, Utah; Palmetto, South Carolina:; and Los Cabos, Mexico. At today’s event, The Pendry executive team described how they were previously unfamiliar with Baltimore, but has grown to fall in love with the city and its history and authenticity.

Sagamore Development, which is owned by Kevin Plank and has its offices in South Baltimore, is also developing Port Covington.

Rooms at the Sagamore Pendry Hotel range from $359 to $12,000 per night.
